Delta State Government Reinforces Commitment to Civil Servants’ Welfare Ahead of Permanent Secretaries’ Quarters Inauguration
The Delta State Government has once again underscored its unwavering dedication to the welfare and professional advancement of civil servants, emphasizing their indispensable role in the execution of government policies and programmes. This commitment was reaffirmed on Tuesday by the Secretary to the State Government (SSG), Dr. Kingsley Emu, during an inspection of the newly completed Permanent Secretaries’ quarters in Asaba, the state capital.
The inspection precedes the official inauguration of the quarters, scheduled for this Thursday, and serves as a testament to the administration of Governor Sheriff Oborevwori’s proactive measures aimed at enhancing the working conditions and overall welfare of civil servants across the state.
Speaking during the inspection, Dr. Emu highlighted the transformative initiatives introduced by the Oborevwori administration to improve the lives of civil servants in Delta State. Among these measures are a three-day working arrangement, the payment of vehicle allowances, access to loans, and expanded opportunities for training and capacity development. These reforms, he noted, have significantly enhanced the convenience and efficiency of civil servants in the state.
“Today, civil servants are seen doing three working days round. That’s a lot of convenience. We have paid vehicle allowances and made provisions for loans for them. We send them on training,” Dr. Emu stated.
The SSG further revealed that he personally oversees and approves all training-related matters, underscoring the administration’s deep investment in the development of its workforce. Governor Oborevwori’s administration, he emphasized, views civil servants not merely as employees but as friends and indispensable partners in governance. This perspective is reflected in the administration’s prioritization of workers’ welfare as a cornerstone of its policies.
“Civil servants are friends to the government. The government loves them. Our Permanent Secretaries are driving brand new vehicles,” Dr. Emu remarked.
The provision of the new Permanent Secretaries’ quarters in Asaba is part of a broader, multi-faceted welfare intervention programme being implemented by the Oborevwori administration. Dr. Emu assured civil servants that the government remains committed to introducing additional initiatives aimed at further improving their welfare and quality of life.

The quarters, he noted, are designed to provide the highest standards of comfort and functionality for Permanent Secretaries, who serve as the highest-ranking civil servants in Delta State.
“The entire PS complex are for civil servants. The Permanent Secretaries are the apex of the civil service. We have these new, elegant edifices. We have 12 of them, four bedrooms each, with all air-conditioned and then with all the facilities that you can think of. There’s going to be unlimited power here, 24-7. The roads are well paved and they are well secured,” he stated.
The SSG also highlighted the advanced amenities and infrastructure integrated into the quarters, including 24-hour power supply, well-paved roads, and enhanced security measures. These features, he noted, are intended to provide a conducive living and working environment for Permanent Secretaries, enabling them to perform their duties with maximum efficiency and comfort.
While the new quarters are specifically designed for Permanent Secretaries, Dr. Emu clarified that the government’s housing interventions extend beyond this category. He explained that the administration is actively collaborating with private developers and the Federal Mortgage Bank to develop alternative housing arrangements for other categories of civil servants. This initiative reflects the government’s holistic approach to addressing the housing needs of its workforce, ensuring that all civil servants have access to decent and affordable housing.
