    Wale Edun Explores the Role of Cash Transfers in Poverty Reduction

    The federal government is gearing up to reinstate direct cash transfers to eligible Nigerians, aiming to alleviate the prevailing economic challenges. Wale Edun, the Minister of Finance and Coordinating Minister for the Economy, disclosed this during the Ministry’s retreat in Uyo, Akwa-Ibom state, on Wednesday.

    The initiative aims to provide financial relief to the poorest and most vulnerable citizens. Edun emphasized that the existing direct cash transfer program, benefiting three million individuals, will now be expanded to include an additional twelve million beneficiaries.

    According to the finance minister, “The presidential panel on the social investment programmes has prepared to present an internal recommendation to restart the direct payments to the poorest and the most vulnerable.

    Everything is being done to ease the pain.” Edun highlighted the use of technology to facilitate transparent and efficient payments, eliminating manual processes and delays.

Edun emphasized the commitment to utilizing technology for seamless payments and reiterated the immediate nature of the intervention.

    Explaining the government’s choice of the direct cash transfer method, Edun pointed to historical evidence showing its effectiveness in reducing poverty. He stated, “When you pay someone directly, you put money in their hand. It reduces poverty because they decide where the shoe is pinching most.”

    Edun outlined the commitment to starting the process promptly and highlighted its positive impact on poverty reduction.

    Regarding President Bola Tinubu’s intervention to release 60,000 metric tonnes of food grains, Edun emphasized its aim to enhance food availability and lower costs.

    Nigerian Senate Backs President Tinubu’s 17 Nominees for NPC Commissioner Roles

    The Nigerian Senate, on Wednesday, confirmed the nomination of 17 out of 19 individuals transmitted to the Senate by President Bola Tinubu to serve as Commissioners of the National Population Commission, NPC.

    The confirmation followed a report submitted by the Senate Committee on National Identity Card and Population, chaired by Senator Abdul Ahmed Ningi.

    In the report, Ningi stated that the nomination of 19 individuals aligns with the powers vested in President Bola Tinubu to appoint qualified Nigerians as Commissioners of the National Population Commission.

    Having transmitted their names to the National Assembly, 17 of the nominees participated in the screening process.

    A Zimbabwean man, Patson Ndlovu has been apprehended by the police with five lion heads valued at US$100,000.

    Officers from the Zimbabwe Republic Police’s Flora and Fauna unit acted upon a tip-off suggesting Ndlovu and his friends possessed the lion heads and sought potential buyers. Authorities located them in Avenues, Harare, witnessing Ndlovu and his accomplices loading the illicit items onto a truck.

    Seyi Bakare: Palliatives – The Dapo Abiodun Example

    PLENTY words, aver the Yoruba, do not fill a basket. And that is why during his press conference on palliatives at the Olusegun Osoba Press Centre, Governor’s Office, Oke-Mosan, Abeokuta, last week, the Ogun State governor, Prince Dapo Abiodun, stuck to his accustomed brevity underlined by clarity and resolve. Having surveyed the socioeconomic climate in the state, he announced a N5 billion intervention fund covering education, health, workers’ deductions and food palliative to cushion the corollaries of the rising cost of living and inflation. His words: “As our administration acknowledges the concerns raised by many of our citizens regarding the rising food prices and shortages, coupled with the depreciation of the naira, we identify with you and are taking proactive measures to alleviate the impact of these challenges to guarantee the welfare, well-being and wellness of our citizens in this difficult time. We aim to address these challenges by implementing a series of phased initiatives aimed at alleviating these burdens on all our citizens.”

    The plan: providing a minimum of five exercise books for all 850,000 students in Ogun public primary and secondary schools, one-time N10,000 education support grant for at least 100,000 pupils in public primary and secondary schools in the state, an education grant of N50,000 each for all the 27,600 indigent students in tertiary institutions nationwide, insurance health cover for over 70,000 beneficiaries; free pre-natal care, an additional N5,000 per birth and free post-natal care in State Hospitals and Primary Health Care centres, and food palliatives for about 300,000 households across the state.

    As it turned out, a television presenter who applauded the governor’s move after reading the news wanted to know how the distribution of food would be done. That is a legitimate question and here’s the answer: through the social register generated in the state during COVID-19. As COVID-19 raged, the state created a database of its vulnerable citizens, sent food to them and went ahead to monitor the distributors’ compliance by asking the intended beneficiaries directly if they had received the food. Excuses were not tolerated and the margin of error was slim. Indeed, former President Muhammadu Buhari was so impressed by the response of the Ogun State government to the COVID-19 pandemic in terms of the provision of health facilities that he singled it out, along with Lagos, for special funding support.

    All of this is not surprising: Dapo Abiodun is a visionary leader, and so his interventions are always hallmarked by the qualities of creativity, strategic risk-taking and growth mindset. According to Daniel Goleman, a leading authority on leadership, visionary leaders have bold ideas about the world around them. Against that backdrop, Dapo Abiodun being proactive and creative and constantly pushing himself and his team out of their comfort zone is only natural. Visionary leaders infect others with their passion and you have to be fit for purpose to remain in Abiodun’s team.

    Abiodun it was who, in the wake of the removal of fuel subsidy, announced immediate payment of N10,000 to workers in Ogun State and the reduction of working days while the rest of the country was still embroiled in lamentations over the pains that attended subsidy removal. The story needs re-telling: long before President Tinubu announced the Federal Government’s decision to remove fuel subsidy in his May 29, 2023 inaugural address, the Ogun helmsman had anticipated the move and charted a data and science-driven course to ameliorate the impact on the populace. His roll out of a gas-powered public transport system, with the state’s wifi-enabled buses converted from PMS to gas-powered vehicles, was made with the thinking that public buses would cost much less if they were CNG rather than PMS-powered. That was not all: the governor and his team launched electric motorbikes and tricycles all over the state. Here’s what the governor said at the time: ” The initiative was clearly anticipated because we knew that the regulation of the downstream sector was imminent and unavoidable..We have two types of palliatives: cash transfer and technology transfer. If you buy food at controlled prices at designated areas, it saves a lot of money. If your transport cost is lower, your disposable income will be higher and the standard of living will consequently be better. Buses converted to CNG have been test-run and people will henceforth be refilling their vehicles at designated points.”

    Local mechanics, a vital part of the conversion engineering, were trained, while conversion stations were set up in senatorial districts, allowing for the rapid conversion of commercial and public mass transit buses and vehicles across the state. The initiative provided training and job opportunities for thousands of technicians and mechanics around the state. Some of the buses were given to workers and students, while some plied the Mowe- Ibafo to Berger in Lagos and Redeemed axis to Lagos Island, a heavily congested corridor. The government engaged in bulk purchase of food and sold it at controlled prices, paid hazard allowance to health and medical personnel and peculiar allowance for public servants, paid leave bonuses to public servants, and gave immediate cash-backing for the quarterly payment of gratuities to pensioners; distributed food palliatives to vulnerable citizens while mandating the Gateway Trading Company to establish food distribution outlets across the state and sell the items at the rates obtainable in the market before the removal of fuel subsidy.

    If the foregoing establishes any point, it is this: Ogun under Abiodun is always ahead of any other state in the area of people’s welfare. That is why now that things are getting out of hand, he has rolled out a strategy to keep Ogun State running. No doubt, the new N5bn intervention will have multiplier effects in the state. A tertiary education student with a N50,000 bonus at this time, and in addition to the normal bursary regime, has something to tide him/her over. Parents will have some relief. At the lower levels, parents can channel the funds that would have gone into the purchase of exercise books to other pressing needs, and they can certainly make do with the government’s food palliatives. It is great news that pregnant women and the elderly have a safety net. This is a pragmatic intervention.

    No doubt, the situation in the country is critical, but staying aloof will make things worse. The Abiodun administration has come out forcefully to identify with the people, focused on its ISEYA mantra.

Their conviction stems from bank robberies in Akure and Idanre back in 2011.

    The court’s verdict, delivered on Tuesday, found them guilty of robbing two commercial banks in Akure and Idanre on November 19 and December 8, 2011, respectively. The arrest took place under the jurisdiction of the state police command, leading to their subsequent trial.

    Initially facing a four-count charge related to conspiracy, armed robbery, and illegal possession of firearms, the convicts were remanded in Olokuta Correctional Centre.

    Prosecuting counsel F.K Salami presented evidence that the group, armed with AK 47 guns and explosives, conspired to attack and rob a branch of Diamond Bank Plc, making away with N30 million and various valuable items. Another robbery on December 8, 2011, involved the theft of N4 million from First Bank Plc in Idanre.

    The offences were argued under Sections 6b, 12a, and b of the Robbery and Firearms (Special Provisions) Act, Cap R11, Vol. 14 Laws of the Federation of Nigeria 2004. Throughout court proceedings, both prosecution and defence counsel presented arguments, and witnesses testified.

    In rendering the judgment, Justice Yemi Fasanmi stated that the prosecution had successfully proven its case beyond a reasonable doubt. The defendants’ unanimous confessions and their respective roles in the robberies led to the grave decision—death sentences by hanging for all the defendants in each count.

    It’s worth noting that a separate court in Akure had previously sentenced Gbenga Akintola to 21 years in prison for his involvement in robbery.

    Akintola, apprehended by the Amotekun command and police in Ondo town in 2021, faced charges related to conspiracy to commit armed robbery and armed robbery, using dangerous weapons like cutlasses to rob three individuals of their money and valuables.

    Zamfara Govt Pays Gratuities Of 494 Retired LG Employees

    No fewer than 494 Zamfara State local government retirees have received their gratuities.

    The Permanent Secretary of the Ministry for Local Government and Chieftaincy Affairs, Malam Garba Ahmad Gusau, who is also the Chairman of the committee of the verification and payments of the backlog of gratuities, made the disclosure to newsmen in Gusau, the State capital.

    According to him, the State government has planned to pay gratuities to over 5,000 local government retirees as 494 have already received their payments after due verification by the Ministry.

    He explained that the first batch of the retirees were from 2011 to 2013, and have already been settled. He said the second batch are those who retired from 2015 to 2016, numbering over 405 while the batch three are 500, and would be paid when the governor releases the money.

    Gusau said the committee has 30 days to complete the exercise despite some challenges ranging from processing payments for the dead beneficiaries and the missing of parts of integral documents presented by some retirees.

    “For those who found some of their required documents missing as result of either fire accident or misplacement, we suggested they should obtain clearing letters from the courts”, he said.

    He called on the beneficiaries to ensure judicial use of their monies in supporting their families, and establish small scale businesses to support themselves.

    The 36 State Chairmen of the Labour Party including FCT, have dismissed plans to suspend Peter Obi, the party’s Presidential candidate in the 2023 general elections.

    The chairmen said this during a solidarity visit to the LP National Chairman, Julious Abure, at the party’s National Headquarters in Abuja, on Tuesday, February 20.

    Chairman, Council of State Chairmen of the party, Ceekay Igara, said they were satisfied with the day-to-day running of party affairs by the Abure-led NWC.

    Igara said;

    “We also want to use this opportunity to debunk the allegation that the Labour Party are planning to suspend our National Leader, Peter Obi.

    “Like we said earlier, our party is under worst siege ever, including unleashing fierce propaganda against the party.

    “The party has not at any time contemplated a suspension of our leader. He remains our leader and will continue to lead the party in our avowed determination to pull this nation out from the strangulation under this present government.

    “We are also using this opportunity to beg our media friends to cease on going media trial against our party and its leaders. What you are witnessing now is orchestrated and will fizzle out very soon”.

    On the alleged misappropriation of N3.5bn party funds, Igara said;

    “Let me emphatically state here that our money is not missing. We didn’t generate N3.5b as claimed by the now suspended National Treasurer.

    “We can confirm that the party only realized N1.3 million during the 2023 general election and another Seven Hundred Million naira donations which was used by the Presidential Campaign Council.

    “All these monies were lodged in the banks and were promptly receipted. The audit is also clear about the money generated during the off season elections and how it was managed.

    “Her allegation that the National Chairman didn’t allow her perform her duties was also a huge lies. In all our financial dealings with the national headquarters, she has always being the officer that has attended to us. From the records, virtually all the cheques  were signed by her and the National Chairman.

    “It is obvious she may have been influenced to lie against the National Chairman.

    “You may be wondering why our National Leader and Presidential Candidate in the last general election, Peter Obi, seems to be silent on this matter.

    “The truth is that our leader has mediated privately on this matter, he is also aware that the sustained attacks against Barrister Abure are sponsored and are politically motivated.

    “Again, our leader knows the role the National Chairman played during the process of his joining the party, after he joined the party and even during the campaign; he is aware of the immense sacrifices made by the leadership of the party for the project to become a reality.

    “He is also aware that all the allegations are unfounded and spurious. That is why he chose to remain silent because he knows the truth.

    “He also knows that the national chairman is honest and dedicated and he is also passionate about the growth and development of the party.

    “His decision to involve an independent auditor is a welcome one and we believe that the outcome will finally exonerate Julius Abure and also expose the lies being peddled by the suspended Treasurer.

    “It is very clear that the sponsored crisis is the handwork of our political opponents that are afraid of the future of the party.

    “They are probably nursing fears and are looking for every opportunity to derail the party and to ensure that it is unable to realize its set goals”.

  • We Cannot Fight Insecurity Without Good Roads – FCT Minister, Wike

    FCT Minister, Nyesom Wike has stated that the worsening insecurity in the nation cannot be tackled without having good roads.

    He noted that the construction of rural roads would help to address the challenges of insecurity in the FCT, reduce rural-urban migration as well as promote food security in the nation’s capital.

    The minister stated this on Tuesday during the flagging off of the construction of 5km Naharati-River Ukya-Unguwan Hausawa Road in Abaji Area Council of the territory.

    According to Wike, the exercise was in accordance with the directive of President Bola Ahmed Tinubu to construct at least 5-kilometer roads in each of the six Area Councils of the FCT, under the Renewed Hope Agenda.

    Wike who had earlier flagged off the construction of roads in Gwagwalada, Bwari, Kuje, and Kwali Area Councils, said the construction of rural roads was to ensure that development is not concentrated only in the city centre but also spread to the area councils.

    According to the minister, “One of the ways to fight insecurity is to provide good roads so that security agencies will have access to go and deal with those people who said they are criminals. If you don’t have good roads, can you go to the farms? So, provision of good roads will help to improve our food security.

    “When we fight the bandits, our fathers, our mothers will be able to go to the farm. When good road is provided, our farmers will go to the farm and bring what they have produced and that is the directive Mr. President has given to us that development should not only be concentrated in the city.”

    The minister who also noted that the area council chairmen were directed to nominate one key road for construction in each of the area councils, assured that all the road projects that have been started would be completed this year.

    He said that request by the FCT traditional rulers for the construction of more rural roads in the FCT area councils will be addressed in the FCT 2024 statutory budget.
