Former Governor Emmanuel Uduaghan Dies at 71.

The Delta State Government has declared three days of mourning for the former governor Emmanuel Eweta Uduaghan, ordering that flags on public buildings across the state be flown at half-mast.

The state said Uduaghan died in the early hours of Monday, 19 October 2026, at the age of 71, three days before he would have turned 72.

Ejes Gist News reports that the mourning period takes effect from Monday, 19 October and follows a directive issued by the incumbent governor, Sheriff Oborevwori.

The directive was contained in a statement signed by the Secretary to the State Government, Dr Kingsley Emu. According to the statement, the half-mast order covers all public buildings in the state for the full three-day period.

The declaration is a mark of respect for Uduaghan, who governed Delta State from 2007 to 2015, the statement added.

Who was Emmanuel Uduaghan?

Uduaghan, a medical doctor by training, built a career in public service in Delta State before winning the governorship in 2007. He was returned to office in 2011 and completed two terms in 2015.

Before his election as governor, he held senior positions in the state administration, including commissioner for health and secretary to the state government.

After leaving Government House, he was elected to the Senate in 2015 to represent the Delta South senatorial district, serving until 2019. He held the national honour of Commander of the Order of the Niger, CON, one of Nigeria’s highest civilian awards.

His tenure as governor spanned a period of significant infrastructure spending in the oil-producing state, and he remained a public figure in Delta politics after leaving office.

What the mourning order involves

The measures announced by the state government are limited and specific, set out in a single statement from the secretary to the state government.

  • Duration: Three days, beginning Monday, 19 October 2026.
  • Scope: Flags on all public buildings across Delta State.
  • Protocol: Flags to be flown at half-mast for the entire period.
  • Authority: Directive issued by Governor Sheriff Oborevwori and conveyed by the secretary to the state government, Dr Kingsley Emu.

Flying a flag at half-mast is a widely recognised convention used by governments to signal official mourning, most often after the death of a serving or former senior public official. In Nigeria, state governments commonly adopt the practice alongside a declared mourning period when a former governor or other prominent figure dies.

The statement did not disclose details of funeral arrangements, and no further measures beyond the flag directive were announced.

Delta State rotates the governorship among its three senatorial districts under an informal zoning arrangement that has shaped its politics since 1999. Uduaghan, from the Delta South district, was succeeded in 2015 by Ifeanyi Okowa of Delta North, who was in turn succeeded by Oborevwori in 2023.
