  • Senate Passes NDIC Bill To Safeguard Bank Depositors’ Fund

    The Senate on Tuesday, during plenary, passed a notable bill targeting the enhancement of the Nigeria Deposit Insurance Corporation’s (NDIC) capacity to safeguard depositors’ funds and solidify financial institutions across the country.

    The bill, titled the “Nigeria Deposit Insurance Corporation Act 2023,” was approved following the review of the Senate Committee on Banking, Insurance, and Other Financial Institutions’ report.

    Senator Adetokunbo Abiru (APC-Lagos) sponsored the bill, supported by all committee members.

    In his presentation, Abiru emphasized that the new legislation would bolster the NDIC’s effectiveness, ensuring its independence and autonomy while aligning it with modern standards and best practices.

    Key changes in the bill include consolidating the authority of the President to appoint the NDIC’s Chairman and board members.

    Previously, the Central Bank of Nigeria (CBN) was responsible for recommending appointees, but under the new provisions, the CBN will shift its focus to supervising the NDIC.

    Abiru noted, “The Nigerian Deposit Insurance Corporation (Amendment) Bill, 2024, is thus a critical piece of legislation aimed at strengthening the Nigerian financial system.

    “The proposed amendments will enhance the NDIC’s capacity to safeguard depositors, ensure the stability of financial institutions, and promote trust in the banking system.

    “Given the rapidly evolving nature of the financial sector, this Bill represents a timely response to the challenges and opportunities that lie ahead.”


    The bill also seeks to ensure the NDIC’s independence by aligning it with Section 1 (3) of the principal Act.

    It modifies previous restrictions that limited the President’s appointment powers regarding the Managing Director and Executive Directors, now allowing appointments consistent with the constitutional provisions of the Federal Republic of Nigeria, 1999.

    Additionally, the bill revises the stipulation that designated the Permanent Secretary of the Ministry of Finance as the Board Chairman, citing the role’s demanding responsibilities as a reason for the change.

    He said, “To further empower the corporation by guaranteeing its independence in performing its statutory functions in line with Section 1 (3) of the principal Act.

    “The principal (2023) Act curiously restricts the President’s power to appoint the Managing Director and Executive Directors and provides that they are to be to persons recommended by the Central Bank of Nigeria Governor.

    “The 2024 bill now seeks to amend the provision to bring it in line with and in consonance with Mr President’s power of appointment as enshrined in the Constitution of the Federal Republic of Nigeria 1999 as amended.

    “The provisions of the principal Act which makes the Permanent Secretary, Ministry of Finance the Chairman of the Board is also being reviewed.

    “This is because the workload and busy schedule of that office is such that makes such appointments untenable.

    “The importance of the need for the Minister of Finance to constitute an Interim Management Committee for the Corporation within 30 days after the expiration or termination of the tenure of the Board is also introduced in the bill.

    “This is to forestall the recent situation where the Corporation faces challenges in its operations as a result of the absence of a board.

    Abiru highlighted the widespread agreement among stakeholders regarding the NDIC’s essential role in protecting depositors and ensuring the settlement of insured funds, which is crucial for maintaining financial system stability.

    “Considering the above, therefore, the general consensus among stakeholders was that it is important that the legal framework is reviewed.

    “This is to make the corporation more effective to discharge its functions, safeguard its independence and autonomy and to bring it in line with current realities and best practices.

    “This is particularly because the Corporation plays a vital role in safeguarding the interests of depositors and promoting confidence in the financial sector.

    “The evolving challenges in the global and domestic banking environments necessitate the amendment of the current law to keep pace with these developments and ensure the NDIC remains fit for purpose

    ,” he concluded.

  • Police Kill Suspected ESN Member, Recover Arms In Imo State

    The Imo State Police Command repelled an attack by the members of the Eastern Security Network (ESN), linked to the Indigenous People of Biafra (IPOB), resulting in the death of one suspect.

    The State Police Public Relations Officer, Henry Okoye, shared details with journalists while displaying the deceased suspect’s body and recovered items at the command’s headquarters in Owerri.

    According to the police, “On October 29, 2024, around 6:30 PM, the Counter Terrorism Unit successfully thwarted an assault by suspected IPOB/ESN terrorists during a routine patrol on the Owerri/Aba Road, near Owerri Airport. Approximately ten assailants launched the attack from two vehicles but were repelled. In the confrontation, one suspect was neutralized, while others fled with injuries, abandoning their operational vehicle—a Mercedes Jeep with Lagos registration number AAA 101 GR.”

    The police recovered an AK-47 rifle, fifteen rounds of 9.62mm ammunition, an IPOB/ESN flag, and the abandoned vehicle. Ongoing operations are underway to locate the remaining suspects, including searches of nearby areas.

    The Commissioner of Police, CP Aboki Danjuma, urged the public to report anyone seeking medical treatment for gunshot wounds, emphasizing the Command’s commitment to public safety. Reports can be made to the police or via the hotline 0803 477 3600.

  • Notorious Bank Hackers Arrested In Abuja

    A suspected  leader of a notorious bank hacking syndicate, Chima Anthony Nwigwe, has been arrested by the Economic and Financial Crimes Commission (EFCC) in Abuja.

    Nwigwe was apprehended along with three accomplices: Effiong Victor Emmanuel, Mohammed Bello Mahmud, the managing director of Downstone Ultimate Limited, and Daminan Ali.

    They face allegations of conspiracy, unauthorized access to banking computer systems, and fraudulent withdrawals of depositors’ funds.

    Dele Oyewale, the Head of Media and Publicity for the EFCC confirmed the arrest of the syndicate in a statement issued in Abuja on Tuesday.

    The statement indicated that the suspects were taken into custody during a sting operation conducted by EFCC agents in the capital.

    Their arrest was prompted by credible intelligence regarding their suspected activities in hacking and compromising the databases of commercial banks, which led to unauthorized transfers and withdrawals via various digital platforms, as reported by the anti-graft agency.

    The suspects are expected to face charges in court once the investigation is completed.

    Alex Ikwechegh, a member of Nigeria’s House of Representatives, has publicly apologized after a viral video surfaced showing him assaulting an e-hailing (Bolt) driver who had come to deliver a package to him at his Abuja residence.

    In the video, Ikwechegh was seen slapping and insulting the driver, Abuwatseya, while threatening him with consequences.

    In a statement issued on Monday, Ikwechegh acknowledged that his actions were “unacceptable and unbecoming” of a public official.

     

    As a public servant, I recognize the trust placed in me by my constituents and the Nigerian people,” Ikwechegh said. “My behaviour fell short of the standards expected of me, and for that, I am truly sorry.

    In his apology, Ikwechegh commended the Nigeria Police Force and his party for their swift condemnation of his actions, which he described as a commitment to uphold the law and protect citizens’ rights.

    The lawmaker’s apology comes amid widespread public outrage over the viral footage, in which he is seen repeatedly slapping the driver and warning he could make the driver “disappear” without consequences.

    Following the backlash, the police invited Ikwechegh for questioning at the Maitama Divisional Headquarters, condemning his actions and asserting that he had brought the Inspector General of Police’s name into disrepute by daring the driver to escalate the matter.

    As the investigation continues, Ikwechegh called on Nigerians to work together in fostering a culture of respect and tolerance, pledging to turn this incident into an opportunity for personal growth and healing.

    The Central Bank of Nigeria, CBN has been stripped of its power to appoint the CEO of the Nigerian Deposit Insurance Corporation, NDIC.

    Nigerian Senate on Tuesday stripped the CBN its power through an amendment of the Bank Deposit Regulator’s Principal Act.

    This followed a report submitted to the upper legislative Chamber by the Chairman of the Senate Committee on Banking, Insurance and Other Financial Institutions, Senator Mukhail Adetokunbo Abiru which was debated on Tuesday.

    The Central Bank of Nigeria had the power to appoint the Chairman and Board members of the NDIC in the principal Act. The provision had been a subject of argument, but the amendment which passed a third reading after rigorous debate at a plenary presided by the Senate President, Godswill Obot Akpabio, now consolidated the power of the President to appoint the Chairman and members of the board of the NDIC while the Central Bank of Nigeria, CBN which hitherto recommend to the appointees, would now concentrate on supervising the corporation.

    The passage of the bill was also meant to strengthen the capacity of the Nigeria Deposit Insurance Corporation to safeguard depositors, ensure the stability of financial institutions, and promote trust in the banking system.

    The legislation, titled, “Nigeria Deposit Insurance Corporation Act No 33 of 2023,” was sponsored by Senator Mukhail Adetokunbo Abiru (Lagos East) and all the members of the Senate Committee on Banking, Insurance and other Financial Institutions.

    In the principal Act, Abiru explained that the NDIC will enjoy its autonomy and independence in line with the current realities across the world.

    He said: “The NDIC based on the new amendment of its Act, would focus on the examination of the banks and despite the fact that the NDIC 2023”, the Act made substantial improvements to the 2006 Act, its implementation had been fraught with continuous debates.

    He specifically said stakeholders had consistently been engaging in a series of appeals on the need for an amendment of the Act to address all the issues that have been raised concerning it.

    He said, “The Nigerian Deposit Insurance Corporation (Amendment) Bill, 2024, is thus a critical piece of legislation aimed at strengthening the Nigerian financial system.

    He said, “Considering the above, therefore, the general consensus among stakeholders was that it is important that the legal framework is reviewed.

    “This is to make the Corporation more effective in discharging its functions, safeguard its independence and autonomy and bring it in line with current realities and best practices.

    “This is particularly because the Corporation plays a vital role in safeguarding the interests of depositors and promoting confidence in the financial sector.

    “The evolving challenges in the global and domestic banking environments necessitate the amendment of the current law to keep pace with these developments and ensure the NDIC remains fit for purpose.”

    After consideration of the report, the bill was passed into law by the Senate President.

    Don’t Blame Oyan Dam For Flood – River Basin Boss Cautions

    The Managing Director of the Ogun-Osun River Basin Development Authority, Dr Deji Ashiru, has cautioned residents of Isheri in the Ifo Local Government Area to stop blaming the Oyan Dam for their plight, and rather appreciate its efforts in controlling the influx of water.

    Ashiru stated that without the dam, Isheri and some Abeokuta communities would not exist due to the high risk of flooding.

    DAILY POST reports that the flood had sacked residents of Isheri, Arepo, Lafenwa, Warewa, and other adjoining areas along the Lagos-Ibadan Expressway from their homes.

    Commissioner for Environment Ola Oresanya had urged residents of areas affected by the recent release of water from Oyan Dam to relocate to higher ground.

    Meanwhile, Ashiru, on Tuesday, during an engagement with community residents of Isheri, blamed the flooding on the presence of 52 ungated tributaries feeding into the downstream section of Ogun River, causing water levels to rise.

    He clarified that the Oyan and Ogun rivers are transboundary, flowing from Port Novo in the Benin Republic and that rising water levels are frequently caused by rainfall in Port Novo rather than water flowing from the Oyan dam.

    Ashiru stated that to control the water rush into Oyan Dam and avoid its collapse, the agency has been releasing approximately 17.4 million cubic meters of water every day for the last two months.

    He said: “The reality is that without Oyan Dam, Isheri, situated on a flood plain, and parts of Abeokuta would have been submerged.

    “The people of Isheri should consider Oyan Dam a blessing rather than criticising it. Without the dam managing the flow, Isheri and some Abeokuta communities would be at high risk.

    ” Oyan Dam was built to control flooding and erosion. I have repeatedly explained that the 52 ungated tributaries downstream of Oyan Dam are the major cause of the flooding we’re experiencing in Isheri.

    “Now, the saving grace they have in Isheri is Oyan Dam because that’s the only dam that is gated and controls the water flow upstream. Both Oyan and Ogun Rivers are transboundary, entering Nigeria from Port Novo. Even without rainfall in Nigeria, heavy rain in Port Novo increases water levels.

    “The dam controls this influx, unlike the 52 tributaries flowing freely downstream. Without Oyan Dam, Isheri might not exist as it does today, as the dam manages the upstream erosion and flooding.”

    Ashiru proposed that to adequately manage the flooding issue, smaller dams might be needed to capture water from these tributaries.

    The MD reaffirmed the commitment of the Federal Government, stressing that he had just received a letter from the Senate asking for a solution. He added that the Federal Government will start dredging the Ogun River next week as a temporary solution to expand its capacity to handle rising water levels.

    Emmanuel Oluwayemi, a resident of the flooded area, responded by saying that the government should expect legal actions for failing to provide a conducive environment if the problem is not addressed.

    Oluwayemi noted that after the flood subsided last year, he spent up to N8 million renovating his house, which he bought from the government.

    A notorious kidnap syndicate have been busted by troops of the 6 Brigade, Nigerian Army, in Jalingo, Taraba state.

    During the operation, three suspects were apprehended.

    The Acting Assistant Director, 6 Brigade Army Public Relations, Captain Olubodunde Oni, who disclosed this in a statement on Tuesday, October 29, 2024, said the syndicate has been terrorising Jalingo and Lau Local Government Areas.

    “In a decisive operation aimed at combating criminal activities in Taraba State, troops of 6 Brigade Nigerian Army/ Sector 3 Operation Whirl Stroke (OPWS) have successfully dismantled a notorious kidnapping syndicate terrorizing parts Jalingo and Lau Local Government Areas of Taraba State,
    ” the statement read.

    “Acting on an intelligence report, the first two suspects, identified as Ali Idi and Haruna Umar were apprehended on 22 October 2024 during a raid at a local hotel in Mayo Dassa area of Jalingo metropolis where they were hiding.

    “A search of their mobile phones revealed incriminating evidences including a photograph showing Haruna brandishing an AK 47 rifle alongside another individual at a yet to be identified location.

    “Further investigations led to the discovery that the gang’s hideout was at Kona Mountain in Jalingo LGA, where additional members of the syndicate were believed to be camped. Acting swiftly on this intelligence, troops conducted a follow up operation at Kona Mountain on 23 October 2024.

    “During this operation, the leader of the gang named Dahiru Idi AKA (Yellow) was apprehended. Upon interrogation, he confessed to the recent kidnapping of three individuals, from whom a ransom of 6 million Naira was extorted before their release.

    “The gang leader further disclosed that the two AK 47 rifles used in their operations had been taken to another location by one Yakubu Dogo in preparation for an upcoming operation. Items recovered from the suspects include 3 Rings, 1 Airtel Sim card, 1 itel Phone, Indian hemp and charms.”

    Speaking on the successful operations, the Commander 6 Brigade, Brigadier General Kingsley Chidiebere Uwa thanked the good people of Taraba state for always supporting the Brigade.

    He noted that the fight against terrorism remains one of the top priorities of the military, and every effort will be made to ensure the safety and protection of lives and property of the good people of Taraba State and Nigerians at large.

    He urged the general public to remain vigilant and report any suspicious activities to the relevant law enforcement agencies.

    The updated prices were displayed Tuesday morning at NNPCL stations in Lagos and Abuja, sparking concern among citizens already grappling with rising costs.

     

    Since President Tinubu’s decision to end the fuel subsidy shortly after taking office on May 29, 2023, petrol prices have surged from an initial N145 per litre to over N1,000, heightening economic pressures across the nation.

    The Nigeria Premier Football League, NPFL, has fined Enyimba one million naira for misconduct capable of bringing the game into disrepute.

    Enyimba were also charged with breaching the NPFL Framework and Rules in the course of their matchday nine fixture against Ikorodu City at the Enyimba Stadium on Sunday.

    The People’s Elephant have also been reprimanded for publishing disparaging comments against match officials on their X handle.

    NPFL stated that Enyimba published comments that were capable of bringing the game into disrepute.

    The club was warned to desist from similar acts in future and advised to use appropriate channels to make their complaints, as a recurrence will lead to stiffer sanctions.

    Enyimba have been availed the right to appeal the sanctions within 48 hours of the date of the notice.

    Kamor stated, “The Sultan is alive and well, fully committed to his role.”

    MPAC has urged Nigerians to disregard the rumours and advised the public to verify information before sharing. The organization emphasized that such baseless speculations only serve to mislead the public and create unnecessary panic.

    In addition, MPAC has called on law enforcement agencies to investigate the source of the rumour, identify and prosecute those responsible, and implement measures to prevent similar occurrences in the future.

    The organization highlighted the harm that false information can cause, urging a collective effort to counter its spread.

    This disciplinary action stems from accusations that Aregbesola has been fostering internal divisions by creating a rival faction within the party.

    Sanwo-Olu Sues EFCC Over Alleged Planned Arrest, Prosecution

    The Lagos State Governor, Babajide Sanwo-Olu, has sued the Economic and Financial Crimes Commission (EFCC) over the alleged threat to arrest, detain and prosecute him after his tenure as governor.

    Sanwo Olu’s lawyer, Darlington Ozurumba, filed the fundamental right enforcement suit before Justice Joyce Abdulmalik of a Federal High Court in Abuja.

    When the matter was called for mention on Tuesday, Ozurumba informed the court that he had withdrawn the earlier originating summons filed and replaced it with a new one.

    The lawyer said the anti-graft agency had been duly served with the latest court documents.

    However, the EFCC counsel, Hadiza Afegbua, said she had not seen the documents.

    Besides, the proof of service of the processes was not in the court file. Justice Abdulmalik subsequently adjourned the matter until November 11 for further mention.

    Sanwo-Olu sought a declaration that under and by virtue of the provisions of Section 37 of the 1999 Constitution, “the plaintiff, as a citizen of Nigeria, is entitled to right to private and family life as a minimum guarantee encapsulated under the Constitution of the Republic of Nigeria 1999, before, during and after occupation of public office created by the Constitution.”

    He wants the court to declare that under and by virtue of the provisions of Sections 43 and 44(1) of the 1999 Constitution, he is entitled to acquire, own, operate and manage both moveable and immovable property.

    This, he said, includes bank accounts as a minimum guarantee encapsulated under the constitution either before, during and after leaving public office of governor of a state.

    He also wants the court to declare that upon community reading of the provisions of Sections 35(1) & (4) and 41(1) of the constitution, the threat of his investigation, arrest and detention by the EFCC during his tenure of office as governor is illegal.

    He also said that the plan to arrest him was unconstitutional and a flagrant violation of his fundamental right to personal liberty and freedom of movement as guaranteed under Sections 35(1) & (4) and 41(1) of the Constitution of the Federal Republic of Nigeria, 1999 ( as amended).

    The governor prayed the court to declare that the incessant harassment, threat of arrest and detention, against him upon the EFCC’s instigation by his political adversaries based on false and politically motivated allegation of corruption is a misuse of executive powers and abuse of public office.

    He further wants the court to declare it as an unwarranted interference with his fundamental right to personal liberty, freedom of movement, fair hearing and equal protection of the law as guaranteed by the constitution and the Africa Charter on Human & Peoples’ Rights, CAP A9 LFN 2004.

    Sanwo-Olu, therefore, sought an order restraining the EFCC from harassing, intimidating, arresting, detaining, interrogating or prosecuting him in connection with his tenure as the governor of Lagos State.

    He also prayed the court to make an order prohibiting and restraining the commission “from seizing the properties, the international passport and travel documents of the plaintiff or freezing the bank accounts of the plaintiff, his family members or in any other way to further breach the plaintiff’s fundamental rights guaranteed under the Constitution.”

    He urged the court to make an order restraining the EFCC from inviting, arresting or detaining him in connection with his tenure as governor of the state or breaching his fundamental rights to personal liberty, fair hearing, private and family life, freedom of movement, and acquisition of moveable and immoveable property as enshrined in the laws.

    After he was nabbed, he was tied to an electric pole and publicly shamed.

    “99 days for the thief, one day for the owner this morning in my area,” he wrote.

    Prioritize Citizens’ Welfare In Your Policies – PRP Urges Tinubu

    The People’s Redemption Party, PRP, has called on President Bola Tinubu to review his policies and implement a governance framework that prioritizes the welfare of citizens.

    The National Chairman of the party, Falalu Bello, made this call in a statement on Tuesday, charging the President to embrace homegrown policies that reflect the realities of the people rather than succumbing to externally imposed, anti-people measures that stifle progress.

    Bello, who decried the twin policies of currency devaluation and removal of subsidies, said they have precipitated significant hardships for the Nigerian population.

    He frowned at Vice President Kashim Shettima’s statement that there are no alternatives to the harmful policies.

    “Vice President Shetima’s assertion that there are no alternatives to these harmful policies stands in stark contradiction to the basic tenets of economics, which advocate for the exploration of alternatives in addressing socio-economic challenges.

    “Such statements, especially from someone of his status in the current administration, are not only misleading but also indicative of a severe disconnect from the realities faced by ordinary Nigerians today.

    “The population has been urged to endure these difficult times with the promise of relief on the horizon. However, we see no tangible evidence of this assurance in the actions of President Tinubu, his cabinet, or the broader government apparatus. Instead, we witness a continuation of profligate lifestyles, excessive spending, and the dissemination of dubious economic statistics that do little to alleviate the suffering of the Nigerian populace,” he stated.

    He asked Tinubu to reassess the current electricity tariff regime to ensure a fair system that protects the poor and preserves the middle class from further economic disintegration.

    The PRP chair, who urged the President to move beyond mere rhetoric in advancing the Compressed Natural Gas initiative to offer a sustainable energy solution, also charged him to reduce borrowing rates.

    “It is imperative that we act swiftly. Our nation is at a critical juncture, with time running out for meaningful intervention.

    “Mr. President, it is time to act decisively for the sake of the nation’s future. Let us rescue our people from the grip of despair so that you may indeed dance before the music comes to an end,” he added.
