Justice Inyang Ekwo of the Federal High Court in Abuja denied the bail request of the incarcerated accused terrorist negotiator Tukur Mamu.
He stated that this application is therefore denied and is hereby dismissed.
The Federal Government arraigned Tukur Mamu on March 21 on a 10-count indictment bordering on terrorism financing, among others.
Egyptian security officials arrested him at Cairo International Airport on September 7, 2022, on reasonable suspicion that he was financing Boko Haram terrorist activities.
On Thursday during court proceedings, Justice Ekwo ruled that the application lacked merit and that the applicant had not provided sufficient evidence to convince the court to rule in his favour.
According to Justice Ekwo, the prosecution’s claim that the defendant was likely to commit additional crimes was not refuted.
Even though the defendant claimed that the State Security Service (SSS), where he was being detained, was incapable of treating his health issues, the judge stated that the court would have to consider other factors before rendering a verdict.
The judge continued by stating that the court would not grant bail if the custodian lacked the medical facility to treat the defendant’s medical condition but was able to ensure that the defendant had access to an appropriate facility.
The court determined that the defendant lacks sufficient medical justification for his release application if he willfully rejects the medical facility provided by his caretaker solely because it falls short of his expectations.
In addition, the judge ruled that the defendant must understand that the state is paying for his medical care and that his requests must be reasonable.
The judge noted that evidence presented to the court revealed that the defendant was taken to Arewa Specialist Hospital and Diagnostic Centre, Jabi by the security outfit only after refusing DSS medical services.
The DSS, he said, asserted that the hospital was able and willing to assume responsibility for Mamu’s treatment and was adequately equipped to handle the defendant’s medical condition.
During the trial, he said, the agency would also ensure that Mamu had access to his daily medication for the management of his pre-existing health condition, as well as to the necessary tests and treatments.
The judge ruled that “the discretion of the court to grant bail will not be exercised in favour of the defendant if any of the conditions in Section 162 of the ACJA 2015 are met” when exercising his discretion on an application for bail based on allegations in an indictment punishable by imprisonment for a term exceeding three years.
In light of the nature of the offence listed on the charge sheet and the fact that Mamu did not refute an allegation of breach of bail conditions, the judge was persuaded by the DSS’s arguments that the court should not grant bail as requested by Mamu.

Nnamdi Kanu news: Supreme Court okays FG request to file more grounds in appeal against IPOB leader
On Thursday, the Supreme Court permitted the Federal Government to add nine new grounds to its appeal against Nnamdi Kanu, the leader of the Indigenous People of Biafra, IPOB.
A five-member panel of the Supreme Court led by Justice John Okoro approved the Federal Government’s appeal against the Court of Appeal, which discharged and acquitted Kanu.
The court granted permission after ruling on a motion for leave filed by Tijani Gazali, counsel for the Nigerian government.
The panel led by Justice Okoro also granted the Federal Government permission to include the additional nine grounds in its amended notice of appeal dated October 28, 2022.
Kanu’s attorney, Mike Ozekhome, informed the court of several motions filed by his client, including one in which he requests to be transferred from the Department of State Services, DSS, facility to Kuje prison.
Ozekhome asserted that Kanu was gravely ill and required appropriate medical care, which he believed his client could receive at the Kuje prison.
Following the hearing, the highest court adjourned the case until May 11.

FG suspends planned removal of fuel subsidy, says time is not right
The Federal Government has halted its plan to eliminate fuel subsidies by June of this year.
Ahmed Zaniab, Minister of Finance, Budget, and National Planning, made the announcement on Thursday, shortly after a meeting of the National Economic Council, NEC, presided over by Vice President Yemi Osinbajo.
She stated that the NEC, which is comprised of State Governors, deliberated on the issue at length and concluded that it would be unwise to remove subsidies while the new administration is attempting to establish itself.
She also remarked that the existing committee that has been discussing the fuel subsidy issue should be expanded to allow more Nigerians to weigh in.
Another Kenyan pastor accused of ‘mass killing of his followers’
Kenya announced on Thursday that one of the nation’s most prominent pastors would be charged with the “mass killing of his followers” just days after the discovery of dozens of bodies connected to another church.
Interior Minister Kithure Kindiki said in a statement that Ezekiel Odero, the leader of the New Life Prayer Centre and Church, “has been arrested and is being processed to face criminal charges related to the mass murder of his followers.”
“The aforementioned church has been closed. The more than 100 people who were holed up in the building have been evacuated, and they will be required to give statements’, he added.
The arrest of Odero follows an ongoing investigation into Paul Mackenzie Nthenge, the cult leader accused of being responsible for the deaths of 98 individuals associated with his church.
Police have not established a connection between the two cases, and authorities have provided no additional information regarding the nature of the allegations against Odero or his church.
Odero was transferred from the coastal town of Malindi, where his church’s headquarters are located, to the regional police headquarters in Mombasa for questioning.
Odero, a wealthy televangelist who draws massive crowds (his church south of Malindi has seating for 40,000), claims that the “holy” scraps of cloth he sells at his mega-rallies can cure illness.
Following the discovery of dozens of bodies on Nthenge’s property near Malindi during the previous week, the government had promised to crack down on extremist religious groups.
In a case that shocked the nation, the taxi driver-turned-preacher is accused of encouraging his followers to starve themselves to death as a path to God.
So far, at least 22 people have been arrested in connection with the gruesome saga.
More than half of the bodies unearthed by investigators were children, and police are concerned that the death toll could rise as they expand their search.
Kindiki described the case as “the most egregious violation of the constitutionally protected right to freedom of religion.”
However, past attempts to regulate Kenya’s dizzying array of churches and ministries have failed, despite high-profile cases of cults and criminal pastors.
Six years ago, Nthenge drew the attention of the police; it is unclear how he was able to continue his ministry.
He was arrested in 2017 on charges of “radicalisation” after urging parents not to send their children to school, citing the Bible’s disapproval of education.
According to local media, Nthenge was arrested again last month after two children starved to death in the custody of their parents.
His bail was set at 100,000 Kenyan shillings ($700), but he surrendered to police after a search of his property in the Shakahola forest revealed bodies.
On May 2, Nthenge is scheduled to appear in court.

On Thursday morning, the District Head of Kasuwar Daji in the Kaura-Namoda Local Government Area of Zamfara State, Ibrahim Sarkin Fada, was abducted from his residence by bandits.
Malam Audu Mohammed, a native of the region, confirmed that a large number of bandits attacked Kasuwar Daji village and went directly to the village chief’s home, where they abducted him and took him to their camp.
Bello stated that the bandits fired numerous gunshots to frighten the villagers who wished to rescue their village chief.
Last Thursday between 2:30 and 3:00 a.m., he was home when he heard gunfire, he said.
Later, around 4:00 a.m., a friend informed me that our district administrator had been kidnapped.
The security agents had not commented on the matter as of the time this report was written.
Meanwhile, the post-election crisis in the Lagos State chapter of the Peoples Democratic Party (PDP) has taken on a new dimension with the suspension of the Chairman, Hon. Phillips Aivoji, and the Deputy Chairman, Hon. Benedict Felix Tai, by the State Working Committee.
The state publicity secretary, the Honourable Hakeem Amode, stated that the suspension of the pair was one of the resolutions reached at the April 25, 2023 meeting.
In a statement, he stated that the chairman and his deputy would resign pending the outcome of a pending legal action against them.
He stated that the Vice Chairman of the West Senatorial District, the Honourable Sunday Olaifa, who hails from the senatorial district of the “suspended” chairman, would act as chairman pending the outcome of the court case.
In addition, a seven-member disciplinary committee was established in accordance with Section 57, subsections 1 and 2 of the party’s constitution.

Chief Olaifa, the Honourable Agboola Akinpelu, Youth Leader, the Honourable Hakeem Amode, State Publicity Secretary, the Honourable Ismail Olatunji, State Auditor, and the Honourable Adio Salami State, Organising Secretary, were present at the SWC meeting.
Amode added, “The five members in attendance represent the majority of the State Working Committee’s original 14 members, of whom three had defected to the ruling party, reducing the committee’s membership to eleven.”

Presidential Election Tribunal will kick off on the 10th, 12th, and 13th of May, 2023
There is palpable tension in the camp of the All Progressives Congress (APC) presidential and vice presidential candidates, Alhaji Bola Ahmed Tinubu and Senator Kashim Ibrahim Shettima respectively, as evidence shows that Shettima is not qualified to contest the election.
This was deduced from two documents submitted by Senator Shettima to the Independent National Electoral Commission (INEC), Certified True Copies (CTC) of which were obtained by Mr. Peter Gregory Obi and his party, the Labour Party (LP).
The first document dated July 14, 2022, showed one Ibrahim Kabir Masari, who was originally presented as the running mate to Tinubu, withdrawing his candidacy for Shettima.
The document was, however, received and stamped by INEC on July 15, 2022.
The second document dated July 15, 2022, showed Shettima, who was originally the candidate of Borno Central senatorial District, withdrawing his candidacy for o.ne Lawan Kaka Shehu.
The document was also received and stamped by INEC on July 15, 2022.
It could be recalled that Labour Party/Peter Obi had petitioned the Presidential Election Petition Court to disqualify Shettima as he was, at the time of the election, not qualified to contest the election.
The Petitioners averred that on the 14th of July 2022, Shettima, contrary to the provisions of the Electoral Act 2022, whilst still being a Senatorial candidate for Borno Central Constituency, knowingly allowed himself to be nominated as the Vice Presidential Candidate to Tinubu on the platform of APC and became the new candidate for the office of the Vice President on that date (14 July 2022).
The Petitioners relied on Form EC11A signed by the Shettima and INEC officials on that same 14th of July 2022.

Labour Party/Peter Obi contended:
“The 1st Respondent was a candidate nominated by the 4th Respondent for the office of Senate in the Borno Central Senatorial Constituency until 15 July 2022 when he signed the Independent National Electoral Commission Senatorial Election Notice of Withdrawal of Candidate purporting to withdraw from the contest called Form EC11C. The Petitioners hereby plead and shall at the trial rely on:
(i) Affidavit and Personal Particulars (Form EC9) submitted by the 3rd Respondent for Borno Central Senatorial Constituency sworn to on 14 June 2022 and received by the 1st Respondent on 17 June 2022.
(ii) Affidavit in support or Personal Particulars (Form EC9) submitted by the 3rd Respondent for the office of the Vice Presidential Candidate for the Constituency of Nigeria (the Federal Republic of Nigeria) received by the Is1 Respondent on 15 July 2022.
(iii) Notice of withdrawal of Candidate (pursuant to section 33 of the Electoral Act, 2022), Form EC11A dated 14 July 2022 signed by the 3rd Respondent as the New Candidate (Vice Presidential) of the All-Progressives Congress and also containing the passport picture of the 3rd Respondent as New Candidate.
(iv) Notice of Withdrawal of Candidate (Pursuant to Section 33 of the Electoral Act, 2022), Form EC11C dated 15 July 2022 signed by the 3rd Respondent as the withdrawing candidate of the All-Progressives Congress for Borno Central Senatorial Constituency and also containing the passport picture of the 3rd Respondent.
“As at the time the 3rd Respondent purportedly became a Vice Presidential Candidate, he was still the nominated Senatorial candidate of the 4th Respondent for the Senatorial election for the Borno Central Senatorial Constituency.
“The Petitioners shall contend at the trial that the purported sponsorship of the 2nd and 3rd Respondents by the 4th Respondent was rendered invalid by reason of the 3rd Respondent knowingly allowing himself to be nominated as the Vice-Presidential Candidate whilst he was still a Senat01ial Candidate for the Borno Central Constituency.
“The Petitioners shall further contend that for this reason, the votes purportedly recorded for the 2nd Respondent at the contested Presidential election were/are wasted votes and ought to be disregarded.’

According to him, the Notice of withdrawal signed by Shettima on July 6, 2022, was conveyed by officials on the July 15, 2022, to INEC to enable APC present him to INEC as its Vice Presidential candidate.
He further claimed that the date on the Notice of withdrawal is not the date Shettima withdrew from contesting as a senatorial candidate for the Borno Central Senatorial Election.
Tinubu to Tribunal: Shettima eminently qualified to contest presidential election
Tinubu’s proposal is, however, considered ridiculous because APC and INEC differed in their positions.
APC said that Shettima was nominated for VP on the 14th of July though INEC did not receive his withdrawal notice immediately.
Therefore, they will stick to his withdrawal date as the day he wrote the letter and not the day received and stamped by INEC on July 15, 2022.
INEC, on the other hand, said that Shettima wrote the letter of withdrawal on July 6th, but that it did not receive the letter until July 13th, hence, concluded that Shettima withdrew on the 6th.
Reacting to the various positions of APC and INEC, a News Band analyst, who spoke on condition of anonymity opined:
“What INEC is saying is that Shettima wrote a letter of withdrawal on July 6th, but the letter didn’t get to INEC until July 13th of July, therefore, Shettima withdrew on the 6th! Does that sound logical?
“APC is saying that, Shettima was nominated for VP on the 14th of July although INEC hadn’t received his withdrawal notice yet, therefore, they will stick to his withdrawal date as the day he wrote the letter and not the day INEC received it!
“APC said the letter was dated July 6th but delivered to INEC on July 15th. INEC said the letter was dated July 6th but was received on the 13th.
“Anyone can write a notice of withdrawal to INEC but leave it at home for as long as they want, but until the letter is in their hands and stamped as received, INEC can’t say they received it earlier or attempt to backdate that withdrawal.
“The most important thing is both of them should submit their contradictory evidences in court, that’s when they’ll know that the day a letter was received is the day that counts not the days it took it to arrive Abuja from Borno.

On April 26, 2023, the Police Service Commission approved the dismissal of three Assistant Superintendents of Police and the demotion of one Assistant Commissioner of Police, one Chief Superintendent, two Superintendents, and one Assistant Superintendent.

He assured that the promotion of staff will be a top priority during his term in office, but cautioned that the staff must be open to self-improvement and ready for upcoming challenges.
Additionally, the Chairman urged the Police to ensure they adhere to the laws that govern their operations.
Arase reassured them that from now on, disciplinary matters will be handled expeditiously so that Officers who are found to be deficient will serve their punishments and those who are exonerated will be able to advance in their careers without obstruction.

At least fifteen villagers and two soldiers were reportedly killed when armed intruders attacked three communities in the Apa Local Government Area of Benue State.
Locals reported that the attacks occurred simultaneously in Opaha, Odogbo, and Edikwu communities in Apa LGA on Tuesday at approximately 6 p.m.
A local identified only as Kole stated that 17 bodies, including two soldiers from Operation Whirl Stroke (OPWS), were recovered from nearby bushes by security personnel in the early hours of Wednesday.
The local also informed journalists that one of the deceased soldiers was the commander of the unit that engaged the armed intruders in an attempt to repel the attackers from the besieged communities.
Barrister Eche Akpoko, chairman of the Apa Development Association, confirmed that the community was attacked on Tuesday night.

President Muhammadu Buhari swore in six new permanent secretaries to the Federal Civil Service on Wednesday.
The swearing-in ceremony took place in the Council Chambers of the State House in Abuja from 10:05 to 10:30 am, just prior to the start of this week’s Federal Executive Council (FEC) meeting.
Mahmud Kambari (Borno State), Esuabana Nko-Asanye (Cross River), Lamuwa Ibrahim (Gombe), Yakubu Kofar-Mata (Kano), Oloruntola Michael (Ogun), and Richard Pheelangwah (Taraba State) are the newly appointed officials.
During the ceremony, Femi Adesina, the President’s Special Adviser on Media and Publicity, read the citations for the newly commissioned officers.
“Mr. President, following a recent selection process for directors, six individuals have met the qualifications for permanent secretaries,” he stated.
He added that the event marked the culmination of a weeks-long prequalification process for directors conducted by the Office of the Head of the Federal Civil Service.
It is notable that the President approved the appointments of these six permanent secretaries to the Federal Civil Service on March 29, 2023, less than a month ago.
The Federation’s Head of Civil Service, Dr. Folashade Yemi-Esan, announced the approval and stated that it followed a recent selection process.

The Federal Government led by President Buhari has given its approval for the allocation of N52.97bn towards a range of projects in the ministries of Education, Works and Housing, and Aviation. The decision was made known on Wednesday in Abuja.
The State House Correspondents were informed by the respective ministers during this week’s Federal Executive Council Meeting, which was chaired by the President, Major General Muhammadu Buhari (retd.), at the Council Chambers of the Aso Rock Villa, Abuja.
The Nigerian government has announced the completion of several infrastructure projects across the country. These include the Phase 2 completion of the 2.6km-long Uto Bridge in Ikenke, Delta State, the National Library of Nigeria headquarters building complex in Abuja, and the procurement and installation of radar signalling equipment in nine airports nationwide.
According to the Minister of Information and Culture, Lai Mohamed, who spoke on behalf of the Minister of Works and Housing, Babatunde Fashola, a memo was presented seeking approval for a revised estimated total cost of a contract for the completion of Phase 2 of Uto Bridge, which is a 2.6-kilometer stretch located in Ikenke, Delta State.
Despite being awarded in 2006, the project remains a top priority and the team is fully committed to seeing it through to completion. The Federal Executive Council (FEC) has granted approval for the sum of N1.398bn to revise the contract from N4.44bn to N5.84bn, inclusive of 7.5 per cent VAT. The aim is to ensure that the project is completed before the end of the current administration.
The Minister of Works has granted approval for the ongoing bypass along the Lagos-Ibadan motorway. However, what’s noteworthy about this project is the announcement that the Kano-Zaria 137 kilometre and the Zaria-Kaduna 73 kilometres will be handed over on May 15.
According to Mohammed, the Second Niger Bridge and the 116km Lagos-Ibadan motorway, complete with toll gates, are set to be delivered on April 30th.
The Loko-Oweto Bridge and Ikom Bridge have both been completed, according to recent reports. A new construction project is underway, which will consist of a concrete structure spanning 11 floors, including two basement floors and eight upper floors. The building will house a variety of amenities, including a bookstore, locker rooms, bindery, printing press, restaurants, clinic, changing rooms, exhibition halls, auditorium, cataloguing, general reference areas, legal deposits and an office for the administration book stacks.
The Minister of Aviation, Hadi Sirika, has announced that the Council has approved a whopping N1.97bn for the procurement, installation and commissioning of quadrac voice and data/radar signals recording solutions in nine airports across the country. The airports include Abuja, Akure, Port Harcourt, Calabar, Ibadan, Jos, Sokoto, Yola and Enugu. Additionally, the Council has also approved the supply and installation of five units of Eastmage liquid explosive detector machines for the Kano, Port Harcourt, Lagos, Kaduna and Enugu airports. Both of the projects have a deadline of 12 months for completion. According to Sirika, the Council has given its approval for the bilateral air service agreement between Nigeria and South Africa.
According to the Minister of Agriculture and Rural Development, Mohammed Abubakar, the Council has given its approval for the construction of a 10-storey office complex for the ministry in Abuja’s cadastral zone.
As per his statement, the FCT administration has designated a land area of 1.84 hectares for the said purpose.

M. Peter Obi, the Labour Party’s (LP) presidential candidate, has accused the Independent National Electoral Commission (INEC) of bias, insisting that it should maintain neutrality in electoral contests.
Obi, in his response to the Presidential Election Petition Court, PEPC, criticised the electoral body for filing a preliminary objection in support of the President-elect and candidate of the ruling All Progressives Congress, Mr. Bola Tinubu.
He noted that both the Supreme Court and the Court of Appeal had previously cautioned INEC not to place itself in a position where it could be accused of favouring one political party over another.
In particular, Obi, who finished third in the February 25 presidential election, recalled the apex court’s ruling in Attorney-General of the Federation v. Abubakar (2007) 10 NWLR (Pto 1041) that the electoral commission must not only embrace neutrality as its guiding principle, but “must always remain fair and focused.”
According to him, “the first respondent, forgetting its role as an electoral official, filed a Notice of Preliminary Objection challenging the petition’s alleged incompetence.”
“The global best practise for electoral officials in national elections is for an electoral body to avoid giving the impression that it has no regard for neutrality in electoral contests between candidates.
“The appellate courts have repeatedly cautioned the first respondent that it must maintain impartiality during election proceedings. However, the first Respondent in this case has remained unchanged.
“Therefore, it is not only an embarrassment, but also a dereliction of duty on the part of the first respondent when it dons the attire of a candidate in an election it presided over as an election official in order to file a preliminary objection against an election petition as in this instance.
“It is anticipated that INEC will maintain a neutral stance in all litigations in which election participants contest the outcome of the elections and refrain from filing objections to the petition.
“Before or during the Pre-Hearing Session or during the hearing of the petition, the petitioners will urge the Honourable Court to strike and/or dismiss the first respondent’s Notice of Preliminary Objection,” Obi explained.
In addition, he characterised INEC’s preliminary objection to the petition he filed against Tinubu’s declaration as the presidential election winner as “misguided.”

The post-election crisis in the Lagos State chapter of the Peoples Democratic Party (PDP) has taken on a new dimension with the suspension of the Chairman, Hon. Phillips Aivoji, and the Deputy Chairman, Hon. Benedict Felix Tai, by the State Working Committee.

Anambra State Police Command has disproven the claim that a Catholic priest was kidnapped along Afor junction, Nnobi road in Anambra.
In a statement released on Wednesday, Anambra police spokesman Ikenga Tochukwu said that command operatives had received information about an abandoned white Lexus jeep near Afor market junction, which they then returned to one of the state’s police bases.
“The Jeep’s owner presented proof of ownership at the station, and the vehicle was released to him.
“The victim claimed to have been abducted by unidentified men and robbed of his personal belongings prior to his release.
“The man who claimed to have been kidnapped and stripped of his possessions before being released is reportedly neither a Catholic priest nor a cleric,” read the statement.
Tochukwu described the rumour that a Catholic priest was kidnapped in Anambra as a prime example of a sensationalist report, and he stated that the command wishes to clarify that the information gathered indicates that he is not a priest.

FG finally commences evacuation of Nigerians from Sudan to Egypt after Tuesday’s failed promise
Following the outbreak of conflict in the North African country, the Federal Government has confirmed the beginning of the evacuation of Nigerians stranded in Sudan.
On Wednesday, the Minister of Foreign Affairs, Geoffrey Onyeama, and his counterpart, the Minister of State, Zubairu Dada, confirmed it while briefing State House Correspondents on the latest crisis developments.
Onyeama disclosed that 40 luxury buses were already on the ground in Sudan to transport Nigerian nationals to Egypt, where they would be airlifted back to Nigeria.
He stated that the evacuation efforts are being coordinated by the Nigerian embassy in Sudan and Federal Emergency Management Agency (FERMA) officials.
According to the Ministers, the buses used to transport our citizens cost $1.2 million, which included the cost of providing security while transporting them to Egyptian soil.
Additionally, both ministers emphasised that women and children will be given priority, including diplomats who are equally involved in the evacuation’s logistics.
They noted that the Nigerian government was utilising the 72-hour ceasefire agreement to evacuate as many citizens as possible.
Ambassador Dada stated that the Saudi Arabian government had already evacuated some Nigerians to safety via sea, and that once the situation has stabilised, plans will be made to transport them back to Nigeria.
