    In the absence of any last-minute adjustments, the Central Bank of Nigeria (CBN) is expected to dismiss approximately 1,000 of its workers before the end of the year, according to Daily Trust investigations.

    According to reliable sources at the apex bank’s headquarters, the retirement will cost the affected workers more than N50 billion in payoffs.

    The CBN’s Board of Governors, led by Olayemi Cardoso, expressed a commitment to workforce reductions in what it termed as a strategic realignment.

    In the last ten months, the CBN has fired several of its employees, including 17 directors who worked for the immediate past governor, Godwin Emefiele.

    Those 17 directors are yet to be replaced.

    According to a circular issued by the CBN three weeks ago and seen by our reporter yesterday, the application for the Early Exit Package (EPP) was open to all cadres of personnel and will close on Saturday, December 7. Exempted are individuals who have not yet been confirmed or who have served for less than one year “as of the date of publication, with the effective date of exit set at 31 December, 2024.

    According to Daily Trust, the top bank plans to retire more than 1,000 employees. The authorities, who requested anonymity, told our correspondent that at least 860 employees from various departments had already filed for the EPP.

    The management described the EEP as a voluntary initiative that offers eligible employees an incentive to leave the CBN early, “while also providing employees seeking other career options with a great opportunity for early exit.” It stated that staffers could not change their minds after applying, and that all completed and submitted applications are final.

    According to the EEP, financial incentives for senior supervisors to deputy managers will be provided for the remainder of their employment, up to a maximum of 60 months of the present grade’s gross annual emoluments.

     

    It also noted that financial incentives for managers shall be for the remaining period in service, up to a maximum of 36 months of current grade’s gross annual emoluments.

    “Financial incentives for all other cadres of staff shall be for the remaining period in service, up to a maximum of 18 months of current grade gross annual emoluments,” it added.

    The EEP also provides for non-financial incentives, including “financial planning and entrepreneurial capacity building programme, purchase of laptops in line with the Bank’s current policy and extended medical care for an additional three months for self and dependents after the expiration of the three-month current provision of access to medical windows care by exited employees.”

     

    ‘They’re offering me N97m for 4-yr service’

    A staff member, who spoke to our reporter, said: “The way they dated the offer, you’ll know that the target is actually from senior supervisors to deputy managers. If you look at it, they’re mostly those that came in within the 9 years of Governor Emefiele.

    “For instance, I’ve worked for 4 years in the bank; the package they’re giving me is between N92 million to N97 million.

    “Some others have worked up to a manager level and are only entitled to N64.5 million. So, the more time you have to go, the more money they pay you because you know, for them, you don’t have gratuity”, the staff said.

    Another staff told Daily Trust yesterday that during a webinar held on Friday, the Human Resource Department of the bank expressed the apex bank’s decision to get the number it was targeting for the EEP.

    “There is serious tension, serious apprehension. You can imagine the atmosphere. It is terrible.

    “As of Friday, there were 860 people so far that have indicated interest in the EEP,” the staff said.

     

    17 sacked directors yet to be replaced

    The 17 directors sacked 10 months ago and those who retired then are yet to be replaced.

    Information on the CBN’s website yesterday showed that each of the 13 departments is headed by a coordinator.

    A circular for replacement specified that deputy directors who have two years or less to retire are not eligible for consideration, and that each applicant must apply for only one of the positions listed as multiple applications may lead to disqualification.

    Daily Trust’s investigations revealed that following the outcry that greeted the perceived bias against serving deputy directors, some of them were allegedly invited to apply for the vacant positions.

    A senior staff stated that: “As it is, most of those who should qualify were affected alongside the sacked directors.”

    Some of the sacked directors had, four weeks ago, approached an Abuja division of the National Industrial Court of Nigeria for an interlocutory injunction to restrain the CBN from replacing them, saying their employments were “unlawfully terminated without a valid reason.”

     

    CBN keeps silent

    When contacted by Daily Trust for comments on the decision to send about 1,000 staff on early retirement, the CBN’s Director of Corporate Communication, Hakama Sidi Ali, neither answered calls nor replied to a text message sent to her.

     

    What CBN’s policies and procedures manual says

    Section 16.0 of the CBN’s Human Resources Policies and Procedures Manual (HRPPM) titled ‘Cessation of Employment’, specifies that in every case of separation from the employment of the bank, it is the objective of CBN to make separations as amicable as possible for both the employee and the bank.

    Section 16.3.5 notes that an employee’s Normal Retirement Date in CBN should coincide with the date the employee is 60 years old or has put in 35 years of service.

    “Early retirement can be considered when the employee has served for at least 10 years, and is only granted at the discretion of management,” it said.

    According to the manual, the CBN feels that the retirement of an employee should be an occasion for celebration and for recognition of the individual’s contributions to the bank.

    However, Section 16.4, which specifies the condition for redundancy, stipulates that redundancy means involuntary and permanent loss of employment as a result of excess human resource.

    It said the redundancy processes are designed to provide a framework to manage change, where that change involves termination of employment.

    “Adversely affected employees are given the opportunity for early separation from the bank.

    “Consultation with the Joint Consultative Council is essential, and a fair process is mandatory. Employees who are adversely affected may appeal decisions made by the head, human resources,” it said.

    The manual said the grounds for redundancy require that employment may be terminated for economic, technological, structural or similar reasons.

    The Nigerian National Petroleum Company Limited’s (NNPCL) Group Chief Executive Officer (GCEO), Mele Kyari, has once again demonstrated that he is better at publicity stunts than at executing true leadership.

    His recent statements regarding the refinery are not only false, but they also represent a larger systemic breakdown that jeopardizes the future of Nigeria’s oil industry.

    It would take just a little digging to unpack the layers of deception surrounding the Port Harcourt Refinery. Kyari’s role in perpetuating this fraud is now very clear to President Tinubu, who must see him for what he truly is: an inherited problem from the Buhari administration who must be pruned from his administration and held accountable for the grave injustice done to Nigerians. The oil sector is too critical to Nigeria’s economy and national security to be left in the hands of unaccountable individuals.

    It is important to understand that the Port Harcourt Refinery has long served as a representation of Nigeria’s faltering oil sector. Once a ray of hope for the country’s ability to produce its own refined petroleum products, it has been enmeshed in political mismanagement, corruption, and operational inefficiency for decades.

It can be recalled that the Nigerian Airways was a ponzi joke which lasted for a while, and was cunningly used to siphon public funds under the pretense of developing our aviation sector. These programs have come to reflect the level of incompetence and deceit going on in the government. The refinery’s touted functionality is nothing more than a flightless dream – an obvious mirage designed to manipulate and sway public perception.

    Secondly, information from whistleblowers within NNPCL has revealed the shocking reality: PMS is not being refined at all by the refinery. These insiders claim that NNPCL has resorted to blending imported products such as Naphtha and cracked petroleum resins, to provide the illusion of domestic refining. This deceitful behavior not only erodes public confidence but also calls into question the integrity of NNPCL’s leadership. The revelation that parts of the refinery capable of producing PMS are still non-functional further discredits Kyari’s claims. It is now evident that the trucking of petroleum products from the refinery was staged, with NNPCL relying on external purchases to mask the refinery’s continued dormancy.

    There has been a pattern of mismanagement, dishonesty, and a blatant disregard for accountability during Mele Kyari’s time as NNPCL’s GCEO. A number of his acts have undermined trust in NNPCL, its capacity to fulfill its purpose, and his handling of the Port Harcourt Refinery issue is just the most recent. The tenure of Kyari’s leadership has seen the oil industry devolve into a theater of unfulfilled promises. From botched refinery restoration initiatives to dubious financial dealings, Kyari has continuously and consistently prioritized short-term optics above long-term fixes. His leadership style has been defined by a lack of transparency and a reluctance to confront the systemic problems that the oil and gas industry is facing. The question of concern remains, why is President Bola Tinubu still working with such a burden in his administration?

    The Port Harcourt Refinery debacle exemplifies Kyari’s modus operandi: using elaborate publicity stunts to mask underlying failures. By falsely claiming that the refinery is operational, Kyari has not only misled Nigerians but also jeopardized the credibility of NNPCL at a critical time when the nation is grappling with economic challenges and rising energy costs.

    The damage inflicted by Mele Kyari on Nigeria’s oil and gas sector extends beyond immediate financial and operational losses; it has deeply undermined public trust in the industry and government. For decades, Nigerians have been promised a robust and self-sufficient refining sector, yet time and again, these promises have been betrayed. The Port Harcourt Refinery fiasco symbolizes the culmination of years of mismanagement and deceit, and the public’s patience is wearing thin. His actions are a stark betrayal of confidence imposed in him by his employer, the president. Without realizing it, he has created a subconscious, deep-seated longing for the sort of invidiously stratified, poor regime that’s being strengthened with every bad policy and public stunt he has ever adopted for a cover-up.

    Kyari must be held accountable for his acts if Nigeria’s petroleum industry is to regain public confidence. President Tinubu needs to take firm action to stop the corruption in NNPCL and acknowledge Kyari as a liability that was passed down from the Buhari administration. The Port Harcourt Refinery allegations and other contentious choices taken during Kyari’s leadership should first be the subject of an impartial investigation. Finding the entire scope of the deceit and identifying the syndicates he employed in deceiving the public should be the goals of this investigation.

    Secondly, NNPCL’s operations and leadership need to be completely overhauled, because it’s obvious that with the level of corruption going on there, nothing good will come from such leadership. A new generation of leaders dedicated to transparency and commitment must be introduced, and the culture of impunity that Kyari has fostered must be destroyed.

    Lastly, real refinery restoration initiatives that are led by professionals and devoid of political interference must be given top priority by the government. Only by establishing a viable, self-sufficient refining industry will Nigeria’s reliance on imported petroleum products be lessened as a national security threat.

    It is a fact that, “From error to error, one discovers the entire truth,” Sigmund Freud once said. In other words, errors in speech and in writing sometimes serve as lenses that help reveal an unconscious, suppressed, or subdued desire or internal thought. Nigerians have endured these multiple errors thrown at them, and now it’s time to embrace the truth. Kyari’s actions are intentional errors that were made to profit a few individuals at the expense of the livelihood of millions. Mr. President’s error is in retaining a catastrophe like Kyari in his administration up till this present moment, and it will be a great disservice to the country if he doesn’t remove him from his position.

    To tell Nigerians the truth, Mele Kyari’s tenure as GCEO of NNPCL has been a disaster for Nigeria’s oil and gas sector and for the future of millions of Nigerians dependent on it. His deceptive claims about the Port Harcourt Refinery are a stark reminder of the dangers of entrusting critical national assets to individuals who lack the vision and integrity to manage them effectively. One of the biggest enablers of corruption and inefficiency in Nigeria’s oil sector is the culture of impunity that allows officials like Kyari to operate without fear of accountability. This must change. A strong message needs to be sent that no one, regardless of position or influence, is above the law.

    The Port Harcourt Refinery controversy is more than just a scandal to be debated upon; it is a reflection of the systemic dysfunction that has plagued Nigeria’s oil sector for decades. The final decision is in the hands of Mr. President if he’s truly conscious of implementing his renewed hope agenda. President Tinubu has a unique opportunity to chart a new course for Nigeria’s petroleum sector. By confronting the failures of the past and taking bold steps to address the systemic issues within NNPCL, he can lay the foundation for a brighter, more sustainable future.

    This significant update was conveyed in a circular dated November 25, 2024, signed by Abubakar Mohammed, the Director of Corps Mobilization. The directive, titled “Review of Criteria for Concessional Deployment/Relocation for Married Female Corps Members,” was distributed to NYSC directors, state coordinators, and Federal Capital Territory (FCT) officials across Nigeria.

    Fintech companies including OPay, Moniepoint, and others have started notifying their customers of plans to begin deduction of N50 Electronic Money Transfer Levy (EMTL) from every inflow of N10,000 and above received by their customers starting from December 1.

    According to the fintech companies, this deduction is in accordance with the Federal Inland Revenue Service (FIRS) directive.

    Message to customers

    In a short notification to its customers on Sunday, Moniepoint wrote:

    Dear Customer,
    Please be informed that in compliance with the Federal Government Stamp Duty Act, you will be charged an Electronic Money Transfer Levy (EMTL) of ₦50 by the Federal Inland Revenue Services (FIRS) on any electronic inflow of ₦10,000 and above.

    On its part, OPay, clarified to its customers that the deduction is for EMTL as directed by the federal government.

    “Please be informed that starting September 9th, 2024, a one-time fee of N50 will be applied to electronic transfers of N10,000 and above paid into your personal or business account in compliance with the Federal Inland Revenue Service (FIRS) regulations.

    The message added:

    “It is important to note that OPay does not benefit from this charge in any way as it is directed entirely to the Federal Government,” the company wrote.

    In December last year, the FIRS also directed deposit banks to deduct and remit the EMTL on foreign currency (FCY) transactions going forward.

    Before that time, N50 charge on transactions from above N10,000 was only applicable to local currency transactions.

    The banks in January this year began the deduction of EMTL on old foreign currency transactions covering 2021 to 2023 as directed by the tax regulator.

    The Nigeria Labour Congress (NLC)’s planned December 1 strike may suffer a blow after certain state chapters of the union withdrawn from the intended industrial action.

    President Bola Tinubu was said to have authorised a new minimum salary of N70,000 for Nigerian workers in July, with many states agreeing to pay more than that.

    However, thirteen states and the Federal Capital Territory have yet to implement the new minimum wage.

    Some of the impacted states are Abia, Akwa Ibom, Ebonyi, Ekiti, Imo, Nasarawa, Kaduna, and Katsina. Other states include Oyo, Sokoto, Yobe, Zamfara, Enugu, and the Federal Capital Territory.

    Following the non-implementation of the pay structure, the NLC declared a strike in the impacted states.

    However, the NLC’s state chapters in Imo, Sokoto, Oyo, Akwa Ibom, and Katsina have withdrew from the planned strike.

    The NLC chairmen in these states claimed agreements reached with their respective state administrations as their basis for withdrawing.

    Hussaini Danduna, the NLC Chairman in Katsina State, indicated that workers in the state would not participate in the scheduled industrial action.

    He clarified: “We have signed an agreement with the Katsina State Government, and based on this, we are not going to join the strike action declared by the national executive council of our union.”

    Uche Chigaemezu, the NLC Chairman in Imo, also stated on Saturday that there were no plans to go on strike.

    Chigaemezu stated, “We cannot consider going on strike because we have reached an agreement with the state government, led by Governor Hope Uzodimma.”

    “He has demonstrated a commitment to paying the N70,000 minimum wage to Imo workers.

    We have informed our viewpoint to the national body, and they are aware of the government’s determination to pay the minimum wage shortly.”

    Other states, including Kaduna, Nasarawa, Zamfara, and the Federal Capital Territory, have announced their involvement in the strike. The Abia State chapter of the body is yet unresolved.

    Meanwhile, the NLC national leadership has vowed that the strike will continue as planned, despite the departure of certain state chapters.

    The NLC National Treasurer, Akeem Ambali, stated that labour had mobilised its affiliate unions across the country and urged their leadership to prepare their members for industrial action in states that have yet to adopt the new minimum wage.

    Ambali also chastised nations who had just made verbal commitments without official agreements or implementation, stating that such states would not be exempt from industrial action.

    Corps Members Beaten by Teachers, NYSC Reacts

    A female National Youth Service Corps (NYSC) member serving in Kwara State was abused by teachers at Ilorin’s Government Day Junior Secondary School.

    The incident happened on November 28, 2024, when the corps member was at the school to get her clearance letter.

    According to eyewitnesses, a teacher attacked the corps member, tearing her NYSC white T-shirt, and was joined by another teacher who allegedly slapped her.

    Morakinyo Oladipo, the NYSC’s head of Information and Public Relations in Kwara State, confirmed the incident and stated that the scheme would seek redress for the attack against the corps member.

    Oladipo added that the corps member would be reposted to a different location to help her overcome the trauma.

    The NYSC has informed the state government, which has swung into action to investigate the matter. “The NYSC expresses its displeasure concerning the matter,” Oladipo said.

    “Necessary steps will be taken to the extent that the law allows against such people that abused the female corps member.” the PRO added

    The Kwara State Government has condemned the alleged assault, describing it as unacceptable in society.

    Hajia Sa’adatu Modibbo Kawu, the Commissioner for Education and Human Capital Development, stated that the state government would not allow the incident to disrupt the peace in its academic institutions.

    The Ministry’s Anti-Loitering Team and the Management Team of the Kwara State Teaching Service Commission have both visited the school to investigate the alleged attack, and calm has returned.

    The Commissioner urged the National Youth Service Corps’ management and all interested personnel to be patient, follow the law, and carry out their tasks without fear.

    The event has aroused indignation among Nigerians, with many demanding justice and harsher penalties for the professors involved.
