Full Details of Atiku’s Letter to Senate Emerge as He Proposes Rotational Presidency, Other Major Reforms

Former Vice-President Atiku Abubakar has submitted a memorandum to the Senate Committee on Constitutional Review, calling for significant changes to Nigeria’s constitution.

In the memorandum shared by his special adviser on media, Abdul Rasheeth, Atiku is advocating for a rotational presidency between the North and South, alongside a proposal for a six-year single term for both the president and governors.

This proposal is not new for Atiku, who has consistently supported this tenure arrangement since his time serving as deputy to former President Olusegun Obasanjo.

    Key Proposals in Atiku’s Memorandum:

    1. Rotational Presidency:
Atiku suggests amending Section 135(2) to facilitate the rotation of the presidency among the six geopolitical zones of the federation, with a single term of six years for the officeholder. He stated, “The office of the President shall rotate among the six geopolitical zones of the federation on a single term of six years, flowing between the North and South on the single term of six years respectively.”

    2. Educational Qualification: He proposes raising the minimum educational qualification for individuals seeking political office from the Senior Secondary School Certificate Examination to the Ordinary National Diploma.

    3. Candidate Selection Process: Atiku recommends granting political parties increased authority in the candidate selection process. He suggests amending Section 65(2)(b) to require candidates to be registered members of their party, with their names submitted to the Independent National Electoral Commission (INEC) 30 days prior to primaries.

These reforms aim to address longstanding issues in Nigeria’s political landscape and enhance the democratic process. Atiku’s proposals, particularly the rotational presidency, are expected to reignite discussions on equitable representation and governance in the country.

  • Notorious Bandit Leader, Turji Gives Conditions For Peace

Notorious bandit leader, Bello Turji, has accused the Governor of Zamfara State, Dauda Lawal, and his predecessor, Bello Matawalle, of politicizing the state’s insecurity issues.

Turji, who is believed to have fled Zamfara following intensified military actions against terrorist groups, shared these accusations in a newly released video.

In the video, Turji, seated on a brand-new motorcycle and armed, sets conditions for restoring peace in Zamfara. He demanded that security forces and vigilante groups cease their attacks and killings of Fulanis in the state and other areas.

He asserts that the actions of these local security entities exacerbate the ongoing conflict and violence.

Turji also criticized the ongoing blame game between Governor Lawal and Matawalle, labelling it as political maneuvering that overlooks the welfare of the local people.

According to Turji, both leaders are not acting in the best interests of their constituents, using the state’s security crisis to advance their political agendas.

Turji said, “Governor Dauda Lawal and Bello Matawalle labelling each other as terrorists (sponsors) will not help. I want the people of Zamfara to understand that they are just politicians without the interest of the people of Zamfara in their hearts.

“When (Mr) Matawalle was the governor who was sponsoring us? Similarly, when Abdulaziz Yari was the governor who was sponsoring us? Nobody is sponsoring us except God.”

He said the armed conflict in Zamfara predated both Messrs Dauda and Matawalle and was happening since the time of former governor Ahmed Yerima.

“It was during the administration of Yerima that the government sold out the grazing reserve and legalised the killing of the Fulanis. When Muhmud Shinkafi came on board, he tried unsuccessfully to address the problem. Abdulaziz Yari came and empowered the vigilante, but we are still struggling,” Turji said.

He said Mr Matawalle administered the state for four years, and Governor Dauda has been in office for just two years, but only God, not the governors, can stop the conflict.

“This is why we are calling on all of you to come and collaborate with us for peace to reign and stop the bloodbath in Zamfara. Gun and airstrike will not stop us because we are not afraid of death,” Mr Turji said.

Turji, who also confirmed the killing of Halilu Sububu, whom he described in the video as his master, said the killing only emboldened the younger generation among them to carry on with the deadly attacks on the people.

He added, “Kachallah Halilu Sububu is not the first person to be killed; several others were killed. The killing of Halilu Sububu will not deter us from doing what we are doing unless you stop killing our brothers in Zamfara, Sokoto, Katsina, and Niger states.

“Your only plan is to exterminate the Fulani race while God has been protecting us. Even if you kill us, it’s God who ordained that to happen, but it’s not by your power.”

  • EFCC Finally Reveals Shocking Reason Money Laundering Charges Against Bobrisky Were Dropped

    Bobrisky

Bilikisu Bala, a Prosecutor with the Economic and Financial Crimes Commission (EFCC), told a Joint Committee of the House of Representatives investigating allegations of corruption against some officers of the Commission, and the Nigeria Correctional Service on Monday, September 30, that the money laundering charges against popular crossdresser, Idris Okuneye (a.k.a Bobrisky) were lawfully dropped in compliance with the Administration of Criminal Justice Act.

Bobrisky: I Apologize For The Dent On Your Name; VeryDarkMan Apologises To Femi Falana Over Bribery Allegations (Video)

Bala, head of the prosecution team that handled the trial of Okuneye pointed out to the House of Representatives Investigative committee that the charges were dropped based on the disclosure of the Special Control Unit against Money Laundering (SCUML) that Okunenye’s firm, Bob Express, was not a Designated Non-Financial Institution, Business and Profession (DNFIBP) and could not be prosecuted for flouting provisions of the Money Laundering Prevention & Prohibition Act, 2022.

“We initially raised six count charges bordering on Naira Abuse and Money Laundering against Okuneye based on his confessional statement that his firm, Bob Express, was not registered with SCUML and was not rendering returns to it.

Counts 1-4 were on Naira Abuse while counts five and six were on money laundering. Okuneye’s confession that he didn’t register his firm, Bob Express with SCUML and not rendering returns to it informed the money laundering charges initially included in the six count charges.

However, when we wrote to SCUML on the status of the firm, the Unit responded that it was not a Designated Non-Financial Institution, Business and Profession, DNFIBP.  We cannot lawfully sustain the charges in all sincerity. We, therefore dropped them and relied on the four counts on Naira mutilation to which Okuneye had pleaded guilty,

    ” she said.

The prosecutor dismissed claims of financial inducement in dropping charges, maintaining that no such thing happened.

“There is simply no basis for that. The Administration of Criminal Justice Act, ACJA, allows amendment of charges. It is a professional practice. It is laughable for anyone to attribute our decision to monetary issues. Why did we write to SCUML if we didn’t want to include the charges? We wrote to be lawfully guided and when the Unit responded that the firm had not breached any law, on what basis should we have retained the money laundering charges?” she said.

Bala, who appeared before the Committee with top management staff of the EFCC, charged the Committee to critically look into all the issues raised against the EFCC and make public its findings in the interest of justice.

Chief of Staff to the EFCC’s Chairman, Commander of the EFCC, CE Michael Nzekwe who stood for the Chairman, Ola Olukoyede, restated the seriousness the Commission attached to integrity of its staff.

“We viewed the allegation of bribery against our officers seriously. Integrity is one of our core values. This is why we are here to place all the facts involved in the trial of Okuneye in the public domain”, he said.

Okuneye, who was convicted for naira abuse, had alleged in a viral video that he offered N15 million as a bribe to some unnamed EFCC officers to drop money laundering charges against him.

In the suit, Ofor seeks a court declaration that the assault and abandonment by the roadside were illegal and life-threatening. He is also seeking special damages of N700,000 to cover medical expenses, N1 million for the cost of litigation, and N500 million in aggravated damages for the injuries and trauma inflicted on him.

    Medical Condition and Aftermath

Medical experts confirmed that Ofor fell into a coma due to severe head trauma sustained during the assault. A coma is a state of prolonged unconsciousness caused by brain injuries, and Ofor’s condition required immediate medical intervention. After the attack, he was dumped at the Independence Layout Police Station but was later taken to the police clinic, where he was revived and transferred to another hospital for further treatment.

    Court Proceedings

In his statement of claim, Ofor recounted the events leading up to the assault, stating that he was unaware that the damaged wheel had scratched the new asphalt laid by the company. He explained that his former boss, Ekete, launched an unprovoked attack, which was further aggravated by the accompanying policemen.

Ofor described the brutal nature of the attack, noting that the police officers beat him with their boots and guns, leaving him half-dead by the roadside. He added that passersby, thinking he was a criminal, were reluctant to offer help.

    Calls for Justice

Ofor’s legal team is pressing for the court to hold the defendants accountable for their actions. They argue that the attack was not only illegal but also an egregious violation of Ofor’s rights. The lawsuit aims to ensure that those responsible face legal consequences for their actions.

Efforts to reach Mr. Donald Ekete for comment were unsuccessful. He did not respond to multiple calls and text messages at the time of this report.

As the case progresses, all eyes are on the Enugu State High Court to determine whether justice will be served for the brutal assault on Ofor.

Understanding Dollar to Naira Black Market Exchange Rate.

    What is the Black Market?
The black market is an unofficial exchange channel where currencies are traded without government regulation. Due to high demand and limited supply, this market often offers more competitive rates.

Why Do People Use the Black Market?

    • Favorable Rates: Higher than official rates.
    • Accessibility: Easier to obtain foreign currency without stringent regulatory requirements.

    Factors Influencing Black Market Rates

    Economic Policies:
Government decisions on interest rates, inflation control, and forex regulations by the CBN directly affect the naira’s value. These policies can stabilize or destabilize the exchange rates.

    Supply and Demand:
The availability of foreign currency versus its demand significantly influences exchange rates. A shortage of foreign currency or high demand leads to naira depreciation.

    Political Stability:
Geopolitical events and internal political stability affect investor confidence. Political unrest or uncertainty can cause the naira to depreciate, while stability strengthens it.

    Global Economic Conditions:
Global market conditions, such as oil prices, international economic trends, and global inflation rates, influence the naira’s value. For instance, a significant drop in oil prices negatively impacts Nigeria’s economy.

Comparing Dollar to Naira Official and Black Market Rates

    Why the Disparity?

    • Supply and Demand: Limited availability in the official market drives people to the black market.
    • Regulatory Restrictions: CBN imposes limits on forex availability, leading to higher black market rates.
    • Economic Instability: Fluctuations in oil prices and inflation prompt people to seek more favorable black market rates.

    Impact on the Economy:
    High black market rates can:

    • Inflation: Increase costs for imported goods.
    • Investment: Deter foreign investment due to economic instability.
    • Trade: Benefit exporters while imposing higher costs on importers.
