    Education Minister Reveals Age Range Qualified To Write NECO, WAEC Exams.

     

    In a recent announcement, Minister of Education Tahir Mamman stated that candidates below 18 years of age will no longer be permitted to sit for the West African Examinations Council (WAEC) and the National Examinations Council (NECO) secondary school leaving examinations. This policy update was shared during an appearance on Channels Television’s Sunday Politics.

    Mamman emphasized that the Federal Government has instructed both WAEC, which administers the West African Senior School Certificate Examination (WASSCE), and NECO, which organizes the Senior School Certificate Examination (SSCE), to enforce the new age requirement. According to the minister, only candidates who are 18 years or older will be eligible to take these examinations.

     

    Additionally, Mamman clarified that the age limit for the Unified Tertiary Matriculation Examination (UTME), conducted by the Joint Admissions and Matriculation Board (JAMB), remains at 18 years. He explained that while JAMB will admit students below this age for the current year, starting next year, the age requirement will be strictly enforced. This change aims to align with existing policies rather than introduce new regulations.

    Mamman outlined the educational timeline, stating that from early child care through to senior secondary school, students typically reach the age of 18 by the time they are ready for university. This schedule includes five years of early child care, six years in primary school starting at age six, three years in junior secondary school starting at age 12, and three years in senior secondary school starting at age 15.

     

    The minister concluded by reiterating that NECO and WAEC will henceforth ensure that only candidates who have spent the appropriate number of years at each educational level will be allowed to sit for their exams.

    The victim’s son reportedly requested the return of his father’s body, only for the kidnappers to demand an additional N60 million and six motorbikes as ransom for the corpse.

    Charly Boy criticized the inefficiency of the nation’s security apparatus, pointing out the existence of multiple agencies like the State Security Service (SSS), Department of State Services (DSS), Federal Investigation Bureau (FIB), Criminal Investigation Department (CID), Economic and Financial Crimes Commission (EFCC), Independent Corrupt Practices Commission (ICPC), as well as the Army, Navy, and Air Force.

    Despite their presence, the kidnappers continued to engage in phone conversations with the Emir’s family. He questioned how the kidnappers were able to communicate freely with the victim’s family by phone without being intercepted.

    He also questioned the role of ministers responsible for communication, telecommunications, and information, particularly highlighting Bosun Tijani, the Minister of Communications, Innovation and Digital Economy, who has been lauded as a technological expert. Charly Boy expressed disbelief that in the modern era, authorities are still unable to track calls made by kidnappers or pinpoint their locations.

    Charly Boy’s posts have sparked widespread outrage and concern among Nigerians, who are increasingly frustrated by the rising insecurity in the country.

    “While insecurity and kidnapping are escalating nationwide, Nigerian security agencies appear to be focused on arresting, tracking, and subjecting journalists to harsh treatment and brutality. This shift in priorities has sparked concerns about whether their true mission is to safeguard political elites rather than ensuring the security and well-being of all Nigerians.”

    The Nollywood community has been struck by tragedy once again with the reported passing of actress and entrepreneur, Sharon Okpamen.

    The actress’ death was announced by a colleague and movie producer, Stanley Ontop, in a post on his Instagram account on Saturday, August 24, 2024.

    Okpamen, who also doubles as a producer, is famous in the Edo entertainment industry for her acting skills and humanitarian activities.

    “Nollywood Actor and Producer Sharon Okpamen has unfortunately passed on. 💔😭💔😭💔

    “It’s a sad day for Nollywood & the Edo entertainment industry. Sharon, who was a filmmaker, actress, entrepreneur& humanitarian, has left a significant void in the industry.

    Stanley Ontop did not reveal the cause or the timing of the actress’s passing. However, a review of the deceased’s official Instagram page shows that she gave birth about three weeks ago.

    On July 31, 2024, @EdoOnlineTelevision posted a message indicating that Okpamen had welcomed a new baby with her husband.

    Notably, the actress did not personally share any posts to announce the birth, leading to speculation that she may have experienced complications following the delivery.

    A fan, identified as Prince Selena Small Chop, also hinted at this possibility in a comment on Ontop’s post, suggesting that the actress slipped into a coma after childbirth and did not recover.

    The National Drug Law Enforcement Agency (NDLEA) has reported that Ibeanusi Solomon Nosike, a businessman from Onitsha, Anambra State, excreted 68 wraps of cocaine after being under excretion observation for 12 days following his arrest at the domestic terminal of Murtala Muhammed International Airport (MMIA) in Ikeja, Lagos.

    According to NDLEA, the 36-year-old Ibeanusi was arrested in the early hours of Thursday, August 8, 2024 at the old domestic terminal of the Lagos airport while attempting to board the first flight out of Lagos to Abuja.

    The agency said he was scheduled to join a Qatar Airways flight to Vietnam at the Nnamdi Azikiwe International Airport, NAIA, Abuja at about 10am same day.

    Femi Babafemi, Director, Media & Advocacy, NDLEA Headquarters, announced this on Sunday in Abuja.

    Babafemi claimed that the suspect who came under NDLEA surveillance following intelligence had arrived Lagos from his base in Onitsha, Anambra state the previous day, August 7, and lodged in a hotel where he swallowed the 68 wraps of cocaine before heading to the airport for a 6:30am flight the following morning.

    The spokesperson disclosed that the suspect was thereafter intercepted by NDLEA operatives who moved him into excretion observation where he spent the next 12 days excreting the cocaine pellets weighing 1.282 kilograms.

    Another Vietnam-bound businessman, 54-year-old Paul Okwuy Mbadugha had been arrested by NDLEA operatives at the Abuja airport on Monday 12th August 2024 during the outward clearance of Qatar Airways flight QR 1432 to Hanoi, Vietnam via Doha after he tested positive to ingestion of cocaine. After four days under observation, Mbadugha egested a total of 88 wraps of the illicit drug with a gross weight of 1.710 kilograms.

    Babafemi also announced the arrest of another Onitsha based businessman, Aligbo Chukwudi Jacob by NDLEA operatives following the seizure of a consignment of 1.20kg cannabis concealed in a package going to Dubai, UAE.

    He said the NDLEA’s operatives at the MMIA Strategic Command of the Agency had intercepted the shipment at the export shed of the Lagos airport while investigations revealed the cargo was sent through a courier company in Onitsha, adding that Aligbo was eventually arrested in Onitsha on Saturday 17th August after series of follow up operations.

    Meanwhile, operatives of a Special Operations Unit in NDLEA have arrested five cross-border female drug traffickers at the Seme border while on their way back to Lagos from Ghana.

    Babafemi said the leader of the syndicate, 42-year-old Olaribigbe Bashirat Feyisara has been under NDLEA radar before being tracked and arrested on Wednesday 21st August along with other members of her gang: Abogun Fatimah Ladidi; Osibeluwo Tolulope Oluwaseun; Akanni Balikis Oluwatoyin and Ajetumobi Amudalat.

    “At the point of their arrest at the Seme border, a total of 14 packs of Loud, a strong strain of cannabis, weighing a total of 6.97kg, were recovered from hidden parts of their bodies,” Babafemi said.

    Similarly, NDLEA operatives at the Tincan seaport in Lagos on Friday 23rd August intercepted two containers which came from Mundra port in India.

    Babafemi disclosed that no fewer than 1,596 cartons of codeine-based syrup containing 319, 200 bottles of the opioid worth Two Billion Two Hundred and Thirty-Four Million Four Hundred Thousand Naira (N2,234,400,000.00) in street value were recovered from the containers during a joint examination with other port stakeholders.

    “Two ladies were arrested by operatives in Edo state for online sales of illicit drugs.

    While Martha Owotorofa, 26, was nabbed at Kada Plaza, Benin city with quantities of Canadian Loud, Odion Uzordinma, 21, was arrested at Ugbowo area of the city with 30 cups of cookies and 17 slices of cake, all laced with illicit substances.

    A raid operation at Oghada village, Uhunmwonde local government area of the state on Tuesday 20th August led to the arrest of Saturday Edobor, 50, with 288.8kg cannabis.

    “In Lagos, a suspect Godwill Davidson was on Wednesday 21st August arrested with 3,834 bottles of codeine syrup; 5,200 pills of Co-Codamol; and 11, 880 tablets of Rohypnol in Mushin area of the state, while another suspect, Yahaya Ibrahim, 23, was nabbed by operatives along Okene-Lokoja-Abuja expressway, Kogi state same day with 42,000 pills of tramadol coming from Asaba, Delta State enroute Potiskum, Yobe state.

    “Two suspects: Feranmi Bankole, 25, and Fredrick Tobiloba, 25, were on Tuesday 20th August arrested at Pariz Lounge, Adeoyo area in Ibadan metropolis, Oyo State following intelligence. Recovered from them were 267.5 litres of skuchies, a mixture of black currant and assorted illicit drugs and 18 grams of Canadian Loud,” part of the statement read.

    Reacting to the development, the Chairman/Chief Executive Officer of NDLEA, Brig. Gen. Mohamed Buba Marwa (Rtd) commended the officers and men of the Special Operations Units, MMIA, Tincan, Lagos, and Edo Commands for the arrests, seizures and their dexterity.

    Marwa enjoined them and their colleagues across the country to continue with the ongoing balanced approach to the drug control efforts of the agency.

    In a statement released on Sunday by his Special Assistant on Public Communication, Phrank Shaibu, Atiku questioned the federal government’s decision to expedite the approval for Oando Plc, owned by Tinubu’s nephew, to purchase the onshore assets of AGIP and ENI, while similar transactions involving other companies have faced significant delays.

    Atiku, the 2023 presidential candidate for the Peoples Democratic Party (PDP), expressed concerns that Oando was receiving preferential treatment in the oil and gas sector, potentially sidelining more competent investors.

    He further criticized the House of Representatives for allegedly failing to hold the Nigerian National Petroleum Company Limited (NNPCL) accountable, accusing the company of prioritizing the interests of a few over the nation’s resources.

    In his statement, Atiku highlighted the swift approval granted to Oando by the Nigerian Upstream Production Regulatory Commission (NUPRC) for the acquisition of ENI/AGIP’s onshore assets within a short span of eight months.

     

    He contrasted this with the ongoing delays in the approval processes for SEPLAT’s attempt to acquire Mobil’s onshore assets and the Renaissance and Shell deal, both of which have been stalled for years. Atiku suggested that the accelerated approval for Oando was indicative of preferential treatment tied to familial connections.

    “Democracy in Nigeria under Tinubu has become a government for the President and his family members,” Atiku stated, criticizing what he perceives as a shift in governance that prioritizes personal interests over national welfare.

    Atiku also called out the House of Representatives for not taking adequate action despite directives for NNPC Ltd to suspend the acquisition of OVH assets pending a thorough investigation.

    He noted that the NNPC ignored requests for vital information and went ahead with the transaction, effectively mortgaging the future of Nigeria’s oil sector to private interests.

    In his concluding remarks, Atiku accused the leadership of the NNPC, NUPRC, and NMDPRA of colluding to fulfill a mandate that serves the interests of Tinubu, rather than the Nigerian people.

    He claimed that the continued retention of these officials in their positions, despite the alleged corruption and mismanagement in the sector, was evidence of their loyalty to the President’s agenda.

    The allegations from Atiku have intensified the ongoing debate over transparency and accountability in Nigeria’s oil sector, raising questions about the influence of personal relationships on national decision-making.

    Disclose Details Of Chinese Loans, Others – SERAP Tells Wike, Nigerian Governors

    The Socio-Economic Rights and Accountability Project, SERAP, has called on Nigeria’s 36 state governors and the Minister of the Federal Capital Territory, Abuja, Nyesom Wike, to disclose details of any Chinese loans, liabilities, and other external borrowing obtained, and guaranteed by the Federal Government of Nigeria.

    It urged them to also reveal the terms and conditions for any such borrowing, including the provisions on collateral.

    The organisation urged them to provide details of the repayment obligations regarding any Chinese loans, liabilities and other external borrowing obtained by the Federal Government, the interest rates on the loans, and any defaults, debt restructurings, and debt exposure to China and other creditors.

    It also urged them to clarify any investment agreements with Chinese companies and the repayment histories of any loans, liabilities and facilities obtained from China and other external creditors and guaranteed by the Federal Government.

    SERAP disclosed this in a letter dated August 24, 2024 and signed by SERAP deputy director Kolawole Oluwadare.

    The organisation’s statement partly read, “There are also significant risks of confiscation of Nigerian assets in foreign jurisdictions by multilateral and bilateral agencies and other creditors in cases of failure by your state and the FCT to satisfactorily observe and fulfil the terms and conditions of the Chinese loans, liabilities and other external borrowing which are guaranteed by the Federal Government.

    “The apparent inadequacy of safeguards and accountability mechanisms for these Chinese loans, liabilities and other external borrowing may also expose Nigeria’s assets in foreign jurisdictions to confiscation.

    “Your state and the FCT have a shared obligation to ensure that the spending and repayment plans of Chinese loans, liabilities, facilities and other external borrowing are consistent with the provisions of national and international standards, and to prevent or mitigate the risks of confiscation of Nigerian assets abroad.

    “We would be grateful if the recommended measures were taken within seven days of the receipt and/or publication of this letter. If we have not heard from you by then, SERAP shall consider appropriate legal actions to compel your government and the FCT to comply with our request in the public interest.

    “We urge you to disclose the spending details of these Chinese loans, investment obligations and external borrowing, including details of and locations of projects as well as the implementation status and completion reports, if any, on the projects.”

    The Department of State Services, DSS, has reportedly arrested an investigative journalist, Adejuwon Soyinka.

    He was reported to have been arrested upon arrival at the Muritala Muhammed International Airport in Lagos on Sunday, via a Virgin Atlantic flight from the United Kingdom.

    No reason has been given for his detention by the security agency.

    DSS Releases Nigerian Journalist Soyinka on Bail After 6-Hour Detention

    The Department of State Services (DSS) has released Nigerian journalist Adejuwon Soyinka after detaining him for more than six hours on Sunday.

     

    Soyinka, the West African Regional Editor of The Conversation Africa, was arrested by DSS operatives at the Murtala Muhammed International Airport in Lagos around 5:40 a.m. upon his arrival from the United Kingdom via a Virgin Atlantic flight.

    Following his arrest, Soyinka was taken to the DSS headquarters annex in Ikoyi, Lagos, where he was held until approximately 12:30 p.m. before being granted bail.

    According to sources, the DSS decided to release Soyinka on bail after intervention from the International Press Institute (IPI) Nigeria. As part of the bail conditions, the DSS seized his passport and requested that he provide his Nigerian address and a reliable phone number through which he can be contacted at any time while in the country.

    Soyinka confirmed his release in a text message to *PREMIUM TIMES* at about 1:26 p.m. on Sunday. “I have just been released by the DSS (SSS) in Lagos. They are holding on to my passport, though. I am in an Uber ride ordered for me by the Deputy Director of DSS in Lagos,” he stated. Soyinka added that he would share more details about his experience once he reached home.

    The specific reason for Soyinka’s arrest remains unclear. However, DSS officials later informed PREMIUM TIMES that the journalist was “intercepted” based on a request from another government agency.

    However, many governors have said they can not pay N70,000 minimum wage as a result of economic reality.

    But the Adamawa governor initiated the payment of the new minimum wage for state workers, starting from August 2024, with a promise that local government workers will begin receiving the increased salary in September.

    This has sparked widespread celebration among civil servants in the state.

    Multiple sources, including state workers who received their salaries, confirmed the development to Daily Trust.

    Some workers expressed appreciation to the governor for fulfilling his promise while describing him as a “man of his word.”

    The implementation of the new minimum wage has been hailed as a significant achievement for the Fintiri administration, which has been nicknamed the “Fresh Air Government” by its supporters.

    In a decisive move, President Bola Tinubu has approved the dismissal of workers in both public and private sectors who hold degree certificates from institutions in Benin and Togo. The announcement was made by the Minister of Education, Tahir Mamman, during a press conference in Abuja, marking his one year in office.

     

    The measure, which was ratified during a recent federal executive council meeting chaired by President Tinubu, stems from recommendations made by an inter-ministerial committee.

    The report highlighted how an undercover journalist from DAILY NIGERIAN, Umar Audu, secured a degree certificate in less than two months. Audu even managed to use the certificate to participate in the National Youth Service Scheme (NYSC), despite having legitimately completed the scheme five years prior.

     

    Minister Mamman expressed concern over the legitimacy of many institutions in Benin and Togo attended by Nigerian students, noting that most are not licensed to offer degree programs. “We cannot have in our midst people who procure fake certificates and compete with our students who graduated through their sweat,” he stated.

     

    According to the Minister, data from the NYSC revealed that 21,684 students obtained fake certificates from Benin Republic between 2019 and 2023, with an additional 1,105 from Togo.

    He emphasized that many of these institutions are not recognized even in their own countries. In Togo, only three universities are officially approved to offer degrees, while in Benin, there are just five.

     

    As part of the approved measures, the Secretary to the Government of the Federation (SGF) will issue a circular directing all employers, both public and private, to identify and dismiss any employee with a degree from these unrecognized institutions. The Head of Service has also been mandated to ensure that such individuals are removed from public service.

     

    The federal government’s decision underscores its commitment to upholding the integrity of Nigeria’s educational system and ensuring that only genuinely qualified individuals hold positions within its workforce.

    The Assistant Director Army public relations office,  Captain Oni Olubodunde, said on 18 August 2024, troops acting on credible intelligence raided criminals’ enclave in Takum LGA of Taraba State during which a suspected kidnapper named David Musa was arrested.

    Preliminary investigation revealed that he works with a kidnap kingpin, Ephraim, also known as SKIN THE BODY.

    He further revealed that in another operation on 20 August 2024, troops arrested suspected gunrunners identified as James Nuhu and Dan-Asabe Ango in Wukari Local Government Area of Taraba.

    According to Captain Oni, the  suspects during  interrogation confessed to be involved in series of crimes within Wukari and environs.

    According to a distress message sent to *The PUNCH* by one of Soyinka’s friends, the journalist was apprehended around 5:40 a.m. after disembarking from a Virgin Atlantic flight. The friend stated that no reason was provided for Soyinka’s detention, and he has since been held incommunicado.

     

    “Adejuwon Soyinka has been detained by officers of the Department of State Security at the Muritala Muhammed International Airport in Lagos. The incident happened around 5.40 am on Sunday, the 25th of August, 2024, shortly after he arrived in Nigeria via a Virgin Atlantic flight from the United Kingdom,” the message read. “As at the time of this report, no reason had been given for his detention by the security agency. Soyinka has not been reachable as messages and calls to his phone have been unanswered.”

     

    When contacted, DSS spokesperson Peter Afunanya claimed to be unaware of the arrest, stating, “I am not aware of the matter you have raised and have no comments on it.”

    This arrest follows a series of detentions of journalists and media figures since President Bola Tinubu assumed office. Notably, it comes on the heels of the arrest of the popular whistleblower known by the X handle @PIDOMNigeria. These actions have raised concerns about the shrinking space for press freedom in Nigeria, with accusations of harassment, brutality, and dehumanization of journalists by state security forces.

     

    Critics argue that these moves are part of a deliberate effort by the government to stifle dissent and suppress investigative reporting that could expose wrongdoing within the administration. The continued detention of journalists without explanation is seen by many as a serious threat to the democratic principles of free speech and press freedom in Nigeria.
