How Nigeria’s Public Debt Reached $91.46bn Despite Generating $1trn in 40 Years — Agbakoba

Human rights activist and senior lawyer, Dr. Olisa Agbakoba, SAN, has highlighted the factors behind Nigeria’s rising public debt, which stands at $91.46 billion (N121.67 trillion) despite generating $1 trillion in 40 years.

Agbakoba identified key issues such as the exclusion of Nigerians from major value chains, weak enforcement of local content laws, incorporation of foreign agreements, tax avoidance, and corruption as major contributors to the growing debt.

In his presentation titled “The Paradox of Nigeria’s Oil and Gas Industry: A Policy Paper,” Agbakoba called for increased Nigerian participation in sectors like legal services, shipping, banking, insurance, drilling, oil field services, and engineering within the oil and gas industry.

    Key Points from Agbakoba’s Presentation:

    1. Revenue Generation vs. Debt: Over the past 40 years, Nigeria has generated over $1 trillion from oil and gas, but the country’s public debt has reached N121.67 trillion ($91.46 billion) as of March 31, 2024.
    2. Exclusion from Value Chains: Nigerians are largely excluded from crucial value chains in the oil industry, including legal, shipping, banking, insurance, drilling, oil field services, engineering, and construction.
    3. Loss of Legal Work: Over $1 billion in legal work is lost to foreign firms annually due to perceptions of superior expertise and international experience.
    4. Shipping and Banking: Nigerian shipping companies are not engaged in crude oil shipping due to the absence of a national fleet framework, and funds from crude oil production are often held in foreign banks before being remitted to the Central Bank of Nigeria.
    5. Insurance and Drilling: The Nigerian insurance industry plays a minor role in the oil and gas sector, and major drilling contracts are typically awarded to foreign firms.
    6. Engineering and Construction: Large-scale projects in the oil and gas sector are often awarded to foreign companies, limiting local capacity building and job creation.
    7. Legal and Contractual Challenges: Foreign agreements often exclude Nigerian laws, and the complexity of contracts puts Nigerian entities at a disadvantage. This has led to unfavorable outcomes in international arbitrations and limits Nigerian participation.
    8. IOC Dominance: International Oil Companies (IOCs) have more bargaining power, resulting in a significant portion of revenues leaving the country and limiting technology transfer and skill development among local companies.
    9. Tax Avoidance: Oil rig companies avoid taxes, leading to a massive loss of potential government revenue. The revenue from oil rigs is estimated at N3 trillion yearly, approximately 15% of the national budget.

Agbakoba emphasized the need for substantial investments in preventive measures, increased local content participation, and the implementation of laws to ensure a fair and competitive environment. He highlighted the importance of addressing these challenges to reduce public debt and promote economic growth.

What is Drug Abuse, Effect of Drug Abuse, How to Prevent Drug Abuse

Understanding what is drug abuse is vital to addressing the problem effectively.

To address the question what is drug abuse, it refers to the habitual taking of addictive or illegal drugs. Knowing how to prevent drug abuse involves implementing educational programs, increasing awareness, and providing support systems for at-risk individuals. These steps are essential in combating the effect of drug abuse on individuals and society.

    What is Drug Abuse?

Drug abuse refers to the harmful or hazardous use of psychoactive substances, including alcohol and illicit drugs. It encompasses the use of drugs in a manner, frequency, or quantity that is detrimental to the individual’s physical and mental health, as well as to their social and occupational functioning.

    Key Characteristics of Drug Abuse:

    1. Dependency: Regular and repeated use of drugs can lead to dependence, where an individual feels compelled to continue using the substance despite the negative consequences.
    2. Tolerance: Over time, a person may need to consume larger amounts of the drug to achieve the same effect, indicating the development of tolerance.
    3. Withdrawal: When a dependent individual stops using the drug, they may experience withdrawal symptoms, which can be physical (nausea, sweating, shaking) and psychological (anxiety, irritability).
    4. Health Risks: Drug abuse can lead to a range of health issues, including heart disease, liver damage, mental health disorders, and increased risk of infectious diseases (e.g., HIV/AIDS from needle sharing).
    5. Social and Occupational Impact: Substance abuse can negatively affect relationships, job performance, and overall quality of life. It can lead to legal problems, financial instability, and social isolation.

    Commonly Abused Substances:

    • Alcohol: Although legal, excessive consumption of alcohol can lead to addiction (alcoholism), liver disease, and other health problems.
    • Opioids: Includes prescription pain relievers (like oxycodone and morphine) and illegal drugs (like heroin). Abuse can result in severe addiction and overdose.
    • Stimulants: Includes prescription medications (like Adderall and Ritalin) and illegal drugs (like cocaine and methamphetamine). Abuse can lead to cardiovascular problems and mental health issues.
    • Cannabis: While some use cannabis for medical purposes, its recreational use can lead to dependency and cognitive impairments.
    • Hallucinogens: Includes drugs like LSD, psilocybin mushrooms, and MDMA. Abuse can cause long-term psychological effects and risky behavior.

    Addressing Drug Abuse:

    • Prevention: Education and awareness programs can help prevent drug abuse by informing people about the risks and consequences of substance use.
    • Treatment: Options include detoxification, rehabilitation programs, counseling, and support groups (like Narcotics Anonymous). Treatment aims to help individuals stop using drugs, maintain a drug-free lifestyle, and achieve productive functioning in the family, workplace, and community.
    • Support Systems: Family, friends, and community support are crucial in helping individuals recover from drug abuse.

Understanding drug abuse and its implications is essential for preventing and addressing this pervasive issue effectively.

    Factors Influencing Black Market Rates

Understanding the factors that influence the dollar to naira exchange rate in the black market can help anticipate changes and make better financial decisions.

    Economic Policies

Government policies significantly impact exchange rates. Decisions on interest rates, inflation control, and foreign exchange regulations by the Central Bank of Nigeria (CBN) directly affect the naira’s value. For instance, when the CBN adjusts policies to manage inflation or stabilize the naira, it impacts the exchange rate.

    Supply and Demand

The availability of foreign currency versus the demand for it plays a crucial role. When foreign currency is scarce or demand is high, the naira depreciates, leading to higher exchange rates. Conversely, an abundant supply of dollars can lead to lower rates.

    Political Stability

Geopolitical events and internal political stability affect investor confidence. Political unrest or uncertainty can cause the naira to depreciate as investors move towards safer assets. Stability and positive political developments, on the other hand, can strengthen the naira.

    Global Economic Conditions

Global market conditions, such as shifts in oil prices (a major export for Nigeria), international economic trends, and global inflation rates, influence the naira’s value. For example, a significant drop in oil prices can negatively impact Nigeria’s economy and the naira.

Comparing Official and Black Market Rates

There is a significant disparity between official and black market rates. The black market offers higher rates, but with substantial risks such as fraud and legal issues. The CBN advises using official channels to avoid these risks. Official rates are stable and reliable, making them suitable for the majority of transactions.

Why the Disparity Between Official and Black Market Rates?

The disparity between the official CBN rates and the black market rates is influenced by several factors:

    1. Supply and Demand: The availability of foreign currency in the official market is often limited, leading individuals and businesses to seek forex in the black market where demand drives up prices.
    2. Regulatory Restrictions: The CBN imposes restrictions on the amount of forex available for personal and business use, making it difficult for many to meet their needs through official channels.
    3. Economic Instability: Fluctuations in oil prices, inflation, and economic policies can create uncertainty, prompting people to turn to the parallel market for more favorable rates.

Impact of Black Market Rates on the Economy

The high exchange rates in the black market can have various implications for the Nigerian economy:

    • Inflation: Higher costs for imported goods can drive up prices locally, contributing to inflation.
    • Investment: Unfavorable exchange rates can deter foreign investment as investors seek more stable economic environments.
    • Trade: Exporters may benefit from higher naira values per dollar, while importers face increased costs, potentially leading to trade imbalances.

How to use the parallel market

For those needing to engage in forex transactions through the black market, safety and caution are paramount. Here are some tips:

    1. Verify Rates: Always check the latest rates from reliable sources like Aboki FX to ensure you get the best deal.
    2. Deal with Reputable Dealers: Engage with well-known and trusted Bureau De Change operators to avoid scams.
    3. Stay Informed: Keep abreast of economic news and CBN policies that could affect exchange rates.

    • Why does the black market offer higher rates than the CBN? The black market rates are driven by supply and demand dynamics, regulatory restrictions, and economic instability.
    • Is it legal to trade forex in the black market? While the CBN discourages it, many engage in the black market due to the unavailability of sufficient forex through official channels.
    • What are the risks of trading in the black market? Risks include fluctuating rates, potential scams, and the legal gray area of such transactions.
    • Can the CBN influence black market rates? The CBN can influence these rates through monetary policy, forex interventions, and regulatory measures, but direct control is limited.
    • How often do black market rates change? Rates can change on a daily or even multiple times per day, depending on market conditions and economic news.

Conclusion on the Dollar-Naira Exchange Rate Black Market

The dollar to naira exchange rate at the black market reflects a complex interplay of economic factors, regulatory frameworks, and market dynamics. While it offers a critical alternative for many Nigerians seeking forex, it also underscores the challenges and opportunities within Nigeria’s broader economic landscape. Staying informed and cautious can help navigate this often volatile market effectively.

Non-Bank Transactions Surge Threatens West Africa’s Financial Stability – Cardoso

Yemi Cardoso, Governor of the Central Bank of Nigeria, has raised alarms about the rising volume of transactions by non-bank and Other Financial Institutions (OFIs), warning that this trend threatens West Africa’s financial stability. Speaking at the 10th meeting of the College of Supervisors for Non-Bank Financial Institutions in Abuja, Cardoso emphasized the vital role of non-bank financial institutions in promoting financial growth and inclusion in the West African Monetary Zone (WAMZ).

Non-bank financial institutions provide essential services to underserved populations, including SMEs, without accepting deposits like commercial banks. Cardoso praised the adoption of the Model Act for Non-Bank Financial Institutions, a legislative milestone aimed at harmonizing supervisory practices across the WAMZ.

Highlighting fintech innovations, Cardoso noted the rise in fintech loans, crypto, and stablecoin assets. He stressed the importance of monitoring these trends, as their increasing volumes pose significant risks to financial stability. Cardoso urged supervisors to bolster cybersecurity frameworks and adopt risk-based supervisory approaches to mitigate these risks.

Yaw Sapong, Chairman of the College, highlighted the role of non-bank financial institutions in fostering financial inclusion and economic growth, calling for coordinated policy responses to current challenges. Dr. Olorunsola Olowofeso, Director General of WAMI, emphasized the need for resilience in the financial sector against emerging risks such as cyber threats and climate-related issues.

The CSNBFI meeting aims to review progress in the NBFI sector and strategize on addressing current challenges, focusing on regulatory harmonization, cybersecurity, and the impact of digital innovations on financial services.

  • Many People Will Not Recognize Nigeria Again Seven Years From Today – Senate President, Akpabio

The President of the Senate, Godswill Akpabio, has stated that in seven years time, people would not recognize the country.

The former Governor of Akwa Ibom State stated this while admonishing Nigerians to come together in support of President Bola Tinubu’s administration for its success.

Since his inauguration last May, Tinubu’s government has faced criticism for ending fuel subsidy on petroleum, leading to a significant increase in the cost of living and putting immense pressure on the people.

However, during the launch of the Kugbo Bus Terminal in Abuja, Senator Akpabio emphasized that with the backing of the citizens, the Tinubu administration will thrive.

“I have no doubt that by the time the president is through with his tenure in the country, seven years from today, many people will not recognise FCT, they will not recognise Nigeria again,”
    Akpabio said on Tuesday.

“So, all I can say is: let us continue to pray for him and be hopeful that the challenges you see today, tomorrow, you will see them no more.”

The Senate President noted that the flag-off of the Abuja project signals the government’s commitment to the welfare of the residents of the FCT.

“This is for me, another major wonder of President Bola Ahmed Tinubu’s administration. This is a way to cater for a city of this nature. This is a way to cater for the people of the area councils, the FCT residents and visitors alike,” the Senate President said.

Akpabio also commended President Tinubu for picking Nyesom Wike as the Minister of the Federal Capital Territory (FCT), despite their different political background.

“So, I believe that you are a square peg in a square hole, and I must thank the President for having the eyes to pinpoint those who can perform and bringing them,” Akpabio told the gathering, describing the project as a hub that will help traffic decongestion, and tackle insecurity among others.

“He did it in Lagos and today, Lagos is one of the best, one of the largest economies in Africa when we are talking about cities.”

In his remark earlier, FCT Minister, Wike expressed gratitude to Tinubu and the National Assembly for their backing, assuring the people of the FCT that no development initiatives would be left unfinished in their region.

He declared that the period of neglected projects was coming to an end.

The FCT has seen an increase in insecurity lately, with kidnappings posing a significant threat.

However, Wike said, “When this is completed, what it means is that you have access to the place whether it is raining or not, you are sure of being conveyed on vehicles you can identify: you know who is the one in charge of the vehicle and it would take you to safely to wherever you are going.

“Again, it would reduce the incidences of one-chance [kidnappers parading private cars].”

Wike added that “in that case, it reduces insecurity”.

Portugal vs France in EURO 2024 Quarterfinal Clash.

Portugal vs France are set to face off in a highly anticipated EURO 2024 quarterfinal in Hamburg on Friday. This matchup sees Cristiano Ronaldo and Kylian Mbappe once again taking center stage.

Roberto Martinez’s Portugal narrowly advanced past Slovenia in the last 16, winning on penalty kicks. Ronaldo, who had his extra-time penalty saved, was left in tears. The hero of the match was goalkeeper Diogo Costa, who saved all three of Slovenia’s spot kicks. Portugal boasts a supremely talented squad, with stars like Bruno Fernandes, Bernardo Silva, Diogo Jota, and Rafael Leao supporting their veteran talisman, Ronaldo.

    Portugal vs France Euro 2024

France, under Didier Deschamps, struggled but ultimately overcame Belgium in their last 16 match. Despite not yet hitting their best form, France has managed to advance with the help of own goals and a penalty kick. Kylian Mbappe, recovering from a broken nose, has not yet hit top form, but N’Golo Kante and William Saliba have been excellent defensively. This game, a repeat of the EURO 2016 final, is expected to be decided in midfield.

How to Watch Portugal vs France

    Portugal Team News and Focus

Portugal’s main concern is their tendency to give up big chances on the counterattack, as seen throughout the tournament. Diogo Costa saved them against Slovenia. Veteran defender Pepe has been excellent and will likely start again due to limited central defensive options. Portugal’s attacking options are plentiful, with Joao Felix, Pedro Neto, and Goncalo Ramos not even featuring in the last 16.

    France Team News and Focus

France will have at least one change as Adrien Rabiot is suspended due to yellow card accumulation. Eduardo Camavinga is expected to start in midfield alongside Kante and Aurelien Tchouameni. France’s defense, with Mike Maignan in goal, has been solid. The key for France is to create big chances and be more clinical, ensuring Mbappe gets the ball frequently with Antoine Griezmann nearby.
