NASS Leadership: 22 APC Senators to Dump Party for PDP

Twenty-two APC senators are considering defecting to the PDP and are seeking positions of Senate President and Deputy in the process.

A credible Senator from the Northwest, who spoke with Daily Sun, has indicated a potential shift within Nigeria’s Senate. It is claimed that a group of twenty-two senators from the All Progressives Congress (APC) are planning to defect to the Peoples Democratic Party (PDP).

If this turns out to be true, it could grant the PDP majority control in the Senate.

These APC senators are said to be aligning themselves with colleagues who support Senator Abdulaziz Abubakar Yari. Previously, Yari ran for the position of Senate President but was defeated by Senator Godswill Akpabio. The group of twenty-two senators have allegedly held meetings in Abuja and London to solidify their decision to defect to the PDP. Currently, the APC holds the majority in the Senate with fifty-nine out of the 109 seats.

If the alleged defection occurs, it would increase the PDP’s seats to fifty-eight and reduce the APC’s to thirty-seven, thus making the PDP the majority party in the Senate. The source states that the senators planning to defect have agreed to concede the position of Senate President, currently held by Senator Akpabio, to one of their own upon joining the PDP. Additionally, the PDP’s senators would assume the roles of Majority Leader, Chief Whip, and Deputy Chief Whip.

The election for the 10th Senate President, which took place on June 13, resulted in Senator Akpabio securing 63 votes against Yari’s 46. However, a group of senators intends to challenge the results in court, alleging manipulation of the supposed secret ballot. The potential defectors, who represent various geopolitical zones in the country, are closely observing the distribution of principal offices, committee chairmanship positions, and the outcomes of their court cases before finalizing their plans.

Naira to dollars depreciates by 13.9% under Tinubu’s Govt in one week

Nigeria implemented a new foreign exchange policy that resulted in the naira reaching a record low against the US dollar, depreciating by 13.91% in its initial week of implementation. This policy aims to establish a unified and flexible exchange rate regime and has received positive feedback from both local and foreign investors.

Although price discovery is still ongoing and the naira has weakened against major currencies, analysts anticipate stability as liquidity increases and confidence improves.

Last week, the naira experienced a significant drop against the dollar due to the implementation of Nigeria’s new foreign exchange policy. Announced by the Central Bank of Nigeria on June 15th, 2023, the policy allows the market to determine the naira’s exchange rate, ending the multiple and distorted rates that had been in place for years.

This move was welcomed by both local and foreign investors who had long advocated for a unified and flexible exchange rate regime in Africa’s largest economy.

Pay attention to Just In : APC Suspends State Chairman

The policy is expected to enhance the supply of foreign exchange and alleviate the pressure on the naira, which had been facing challenges due to low oil prices and declining foreign reserves.

However, under the new system, the naira depreciated by 13.91% during the first full week of trading, closing at N770.17/$1 on Friday, June 23rd, 2023, compared to N663.04/$1 on Friday, June 16th, 2023.

Additionally, the naira weakened against other major currencies like the euro and the pound sterling.

Dollar to Naira exchange rate today Sunday June 25, 2023

The depreciation of the naira reflects the underlying demand and supply dynamics in the foreign exchange market, as well as the uncertainty and speculation surrounding the policy change.

Some analysts believe that the naira will stabilize in the upcoming weeks as more liquidity enters the market and confidence improves.

The Central Bank of Nigeria has assured the public that it will intervene in the market when necessary to ensure stability and prevent excessive volatility. It has also committed to maintaining transparency and accountability in its operations and providing timely and accurate data on the foreign exchange market.

According to a recent Nairametrics article, the apex bank injected $29.5 million into the investor and exporter window at an average rate of N765/$1, indicating that it was their preferred price point.

Furthermore, in the past week, notable developments and significant exchange rate fluctuations were observed in the Nigerian forex market.

The Central Bank of Nigeria introduced the eNaira as a payment option for diaspora remittances, aiming to liberalize payout methods. Operational changes were also implemented, allowing unrestricted access to funds in domiciliary accounts.

During the week, Nairametrics confirmed an intra-day high exchange rate of N815/$1 at the official Investor & Exporter Window, the highest recorded since the window’s launch in 2018.

In terms of background, the new foreign exchange policy is part of the broader economic reform agenda of the Bola Ahmed Tinubu administration, which assumed power on May 29, 2023.

The administration is determined to revive Nigeria’s economy, which has been severely impacted by the COVID-19 pandemic, insecurity, and corruption.

Diversifying the economy away from its heavy reliance on oil, which accounts for approximately 90% of foreign exchange earnings and 60% of government revenue, is a key objective of the administration. Sectors such as agriculture, mining, manufacturing, and services have been identified as potential drivers of growth and job creation.

The success of Nigeria’s new foreign exchange policy hinges on its effective implementation and sustainability, as well as how it interacts with other macroeconomic policies and factors. While the policy represents a bold step towards a more market-driven and competitive economy, it should be noted that it alone cannot solve all of Nigeria’s economic challenges.

The administration’s efforts to revive the economy and diversify it beyond oil dependency are commendable. However, the success of these endeavors will depend on various factors, including effective implementation, sustained commitment, and coordination with other economic policies.

To address Nigeria’s economic woes caused by the COVID-19 pandemic, insecurity, and corruption, the administration must prioritize stability, transparency, and accountability. It should continue to attract both local and foreign investors by creating an enabling business environment and implementing investor-friendly policies.

Moreover, the government needs to focus on developing key sectors such as agriculture, mining, manufacturing, and services to stimulate growth, create employment opportunities, and reduce reliance on oil revenue. This will require targeted investments, infrastructure development, and supportive policies that encourage innovation and entrepreneurship.

The Central Bank of Nigeria’s intervention in the foreign exchange market is crucial to maintaining stability and preventing excessive volatility. The bank should continue to monitor and adjust its interventions as needed while ensuring transparency in its operations and providing timely and accurate data to market participants.

Overall, the success of Nigeria’s economic reform agenda, including the foreign exchange policy, hinges on a comprehensive and holistic approach. By addressing multiple challenges simultaneously, implementing effective policies, and fostering a conducive environment for economic growth, Nigeria can pave the way for a more resilient and prosperous future.

Akpanke has been accused of engaging in financial impropriety, misconduct, and showing disregard for party rules and directives.

The suspension takes effect from Friday, June 23, 2023, according to the notice.

The executive committee members, who passed a vote of no confidence on the ward chairman, also alleged his high-handedness and inability to propel the party forward.

They attributed the party’s poor performance in the previous general elections to these factors.

Furthermore, the suspended ward chairman has been accused of violating certain sections of the APC constitution by remaining in office for a third consecutive term, with the support of officials from the previous administration.

Citing Article 26 of the APC constitution, which allows one-third of the executive committee of any party organ to hold a valid meeting, the notice stated, “Pursuant to Article 26 of the constitution of our great party, the All Progressives Congress, APC, which allows 1/3 of the executive committee of any organ of the party to convey a valid meeting, we write to notify you that in a meeting held on June 23, 2023, and attended by at least, nineteen of the twenty-six members of the Ward Executive Committee of Utugwang North, a Vote of No Confidence was passed on the Ward Chairman, Mr. Paul Akpanke.”

The notice further highlighted Akpanke’s violation of Article 17 (iii) of the APC constitution, which prohibits elected or appointed party officers from serving more than two terms. They emphasized that he is currently serving an illegal third term in office.

Additionally, the notice accused the ward chairman of factionalizing the party, disregarding Article 21 (vi) of the constitution, by refusing to collaborate with the executive committee and stakeholders in making critical party decisions. This resulted in the creation of a faction with only two stakeholders, who were responsible for the party’s poor performance in the previous election. The ward chairman was alleged to have sidelined his exco members, made unilateral decisions, and consistently disobeyed lawful party directives to favor his sponsors.

As of the time of filing this report, attempts to contact Akpanke were unsuccessful as his phone line was unavailable.

Mr Musa Bwalin, the State Commander of the NDLEA, stated in Minna on Saturday that the security guard and some filling station employees had been taken into custody for further investigation.

He explained that they would be prosecuted after that.

Bwalin stated that the command had arrested a total of 250 suspected drug dealers, 64 of whom were convicted.

According to him, 1,2072 kilogrammes of illegal drugs were recovered, while another 2,272 kilogrammes of Indian hemp were intercepted by his men in Suleja Area Command, adding that the Indian hemp was to be transported to Abuja in the Federal Capital Territory.

The agency’s state commander also revealed that the command recovered a total of 2,218.02 kilogrammes of Indian hemp in Niger State during various raids on some identified black spots where the illicit substance had been consumed.

Bwalin also requested that the Niger Governor, Hon. Mohammed Umar Bago, provide the agency with operational vehicles to help rid the state of illicit drug sales and consumption, assuring that the command will continue to make the state uninhabitable for drug traffickers.

The state Commander then urged members of the public to refrain from stigmatising drug users, saying, “Rather, it will make them more addicted to the drugs.”

All Nigerians Must Submit Their Social Media Handles to Their Banks – CBN

The Central Bank of Nigeria (CBN) has issued its Customer Due Diligence Regulations 2023, which apply to financial institutions that fall under its regulatory purview, as it takes a firm stance against financial crime.

The Central Bank of Nigeria’s latest move aims to improve compliance with anti-money laundering (AML) and counter-terrorism financing (CFT) provisions while aligning with international best practises.

The CBN has made it mandatory for financial institutions to collect and verify customers’ social media handles as part of their Know Your Customer (KYC) requirements in order to improve the accuracy and depth of customer identification.

    New Rules and Regulations

These new regulations, which supplement existing provisions outlined in the Central Bank of Nigeria’s Anti-Money Laundering, Combating Terrorism Financing, and Countering Proliferation Financing of Weapons of Mass Destruction in Financial Institutions Regulations of 2022, are intended to strengthen the fight against money laundering, terrorism financing, and proliferation financing.

Financial institutions must establish internal processes and procedures for conducting customer due diligence measures for both potential and existing customers, including occasional customers, under the new regulations.

Customers, whether individuals or legal entities, must be identified, and specific information such as legal names, addresses, contact information, identification documents, account types, nature of banking relationships, and signatures must be obtained. Furthermore, the regulations emphasise the importance of identifying politically exposed individuals (PEPs).

Financial institutions must rely on reliable and independent source documents, data, or information to verify customer identities.

Individuals must confirm their date of birth, residential address, contact information, and the validity of official documentation.

Financial institutions are required to conduct searches on public registries or databases, review annual reports or relevant financial statements, and examine board resolutions in the case of legal persons or legal arrangements.

The regulations also emphasise the importance of maintaining accurate records and customer information.

Financial institutions must keep customer due diligence records, account files, business correspondence, and analysis results for at least five years after the termination or cessation of a business relationship or an occasional transaction.

Based on risk categories, regular reviews of existing customer records are required, with high-risk customers requiring annual reviews, medium-risk customers requiring reviews every 18 months, and low-risk customers requiring reviews every three years.

    Handles for Social Media

Financial institutions operating under the CBN’s regulatory purview are now required to collect and verify customers’ social media handles as part of their KYC process, according to the new regulations.

Individuals and legal entities are both subject to this requirement.

Incorporating social media handles into KYC requirements aims to improve the accuracy and depth of customer identification.

Financial institutions can gain valuable insights into their customers’ online presence and activities by obtaining this additional information, allowing for a better assessment of potential risks associated with money laundering, terrorism financing, and proliferation financing.

    Optics

The CBN’s decision to include social media handles as a mandatory KYC requirement acknowledges the growing influence and prevalence of social media platforms in the daily lives of individuals and businesses.

It recognises that social media can provide valuable information about customers’ professional networks, affiliations, and potential income sources.

Financial institutions will be required to develop internal processes and procedures for accurately collecting and verifying customers’ social media handles.

This information, along with other KYC data such as legal names, addresses, contact information, and identification documents, will be used to create a comprehensive profile of the customer.

    What does this mean?

The inclusion of social media handles in the KYC requirements demonstrates the CBN’s commitment to keeping up with technological advancements and evolving financial risks.

The CBN intends to ensure that financial institutions have a more holistic understanding of their customers by adapting regulations to include digital footprints, promoting enhanced due diligence and risk mitigation.

Individuals and businesses should be aware of their online presence and activities as a result of this development.

Customers should ensure that the information they share on social media platforms is consistent with their stated profiles and with their financial transactions.

Financial institutions will use this information responsibly while adhering to strict data privacy and protection regulations.

Okonjo-Iweala States Reason For Not Posting Photo With Tinubu Before Backlash

Ngozi Okonjo-Iweala, the Director-General of the World Trade Organization, has provided an explanation for the alleged omission of President Bola Tinubu in her earlier social media post. It was reported that Okonjo-Iweala shared photos on her Twitter page from the Paris Global Financial Summit, featuring herself alongside other presidents, but did not include a photograph of herself with Tinubu.

“More images from the Summit for a New Global Financing Pact in Paris. With HE President @LulaOficial HE President @Macky_Sall HE President @CyrilRamaphosa and HE President @HHichilema”

However, this generated mixed reactions as some people claimed her post was a slap on President Tinubu, for her to recognise and share photos with the other Presidents while failing to post the photograph she had with the Nigerian leader.

Following the backlash, the former finance minister in a new post, shared photos of herself and the Nigerian president exchanging pleasantries at the summit.

Speaking about the backlash via her Twitter handle on Saturday, Okonjo-Iweala clarified that she posted photos in the order received by her accompanying staff and colleagues.

She, however, expressed disappointment with the attacks against her by Nigerians, saying that it shows the depth of polarisation in our society.

She said: “Nigerians please relax! Re Paris, Interesting attacks from both sides. Sadly shows the depth of polarization in our society. I post photos in the order received by accompanying staff or colleagues. Reading more into it is unwarranted. Let’s unite to build our country not attack!”

Who is Yevgeny Prigozhin, the Wagner Group chief turned rebel?

Yevgeny Prigozhin is the founder and extravagant leader of Russia’s private military organisation Wagner. His organisation is currently engaged in an apparent insurgency, having taken control of military facilities in two cities and threatening to march on Moscow.

Prigozhin was once a close ally of Russian President Vladimir Putin, but the Kremlin leader now threatens those involved in “an armed rebellion.”

Prigozhin and his fighters, who had previously preferred to operate in the shadows, were thrust into the spotlight following Russia’s invasion of Ukraine last year, with Wagner mercenaries playing a key role in multiple battles.

Founder of Wagner Group, Yevgeny Prigozhin Dies in Plane Crash — Russian News Agency

Putin and Prigozhin have similar backgrounds, with the Wagner chief growing up in the tougher neighbourhoods of St. Petersburg, the president’s hometown.

The men have been friends since the 1990s. Prigozhin rose to prominence as a wealthy oligarch by winning lucrative catering contracts with the Kremlin, earning him the nickname “Putin’s chef.”

His apparent transformation into a brutal warlord occurred following the 2014 Russian-backed separatist movement in eastern Ukraine’s Donbas.

Wagner was founded by Prigozhin as a shadowy mercenary outfit that fought in Ukraine and, increasingly, for Russian-backed causes all over the world.

Wagner mercenaries have been tracked by CNN in the Central African Republic, Sudan, Libya, Mozambique, Ukraine, and Syria. They have a gruesome reputation and have been linked to numerous human rights violations over the years.

Following Russia’s invasion of Ukraine in 2022, the group was thrust into the spotlight. Wagner group played a significant role in the capture of the Ukrainian towns of Soledar and Bakhmut.

As the regular Russian army campaign stalled and disorganised, Wagner fighters appeared to be the only ones capable of delivering tangible progress for the Russian side.

Putin is caught in a bind..

Wagner’s brutal and often lawless tactics are thought to have resulted in a high number of casualties, as new recruits are sent into battle with little formal training – a process described by retired United States Lt. Gen. Mark Hertling as “like feeding meat to a meat grinder.”

In contrast to the Kremlin’s military establishment, Prigozhin has frequently cast himself as competent and ruthless on social media.

Prigozhin has created a quandary for Putin in recent months by becoming an outspoken critic of Russia’s military leaders.

In one particularly bleak video from early May, Prigozhin stood next to a heap of dead Wagner fighters and targeted Russian Defence Minister Sergei Shoigu and Russian Army Chief Gen. Valery Gerasimov.

“The blood is still fresh,” he says, pointing to the bodies in the background. “They came here as volunteers and are dying so you can sit around like fat cats in your luxury offices.”

After complaining for more than a month about insufficient Kremlin support in the gruelling battle for the eastern city of Bakhmut, he announced in May that his troops would withdraw.

After his increasingly outrageous outbursts sparked speculation that he was going too far, Prigozhin has launched an all-out rebellion against the Kremlin.

The Wagner mutiny started on Friday, when Prigozhin launched a new tirade against the Russian military and marched his troops into the Russian city of Rostov-on-Don.

In the face of a sudden and startling escalation of internal tensions that had been simmering for months, Putin called Wagner’s actions “treason.”

“It is a stab in the back of our country and our people,” the president said in a Saturday speech to the nation.

On Telegram, Prigozhin responded, saying Putin was “deeply mistaken.”

“We are patriots of our Motherland, we fought and we are fighting,” the Wagner chief said over the radio.

  • Putin is at risk of losing his iron grip on power. The next 24 hours are critical

Putin is at risk of losing his iron grip on power. The next 24 hours are critical

The current situation in Russia is posing a significant challenge to the president’s leadership, marking one of the most critical moments during his 23-year tenure. It is notable to observe the apparent loss of control he has experienced recently, which is a significant departure from his previous image of being in complete command.

It was a situation that had conflicting possibilities. The outcome was predictable, as the mishandling of the war resulted in a closed system that was resistant to criticism, and only the Kremlin could withstand such a disastrous situation. Some individuals have disappeared, fallen out of windows, or been poisoned in connection to Putin’s critics. Currently, the fifth largest army in the world is facing a weekend where there is a risk of fratricide, which could potentially help the Moscow elite avoid collapse.

Who is Yevgeny Prigozhin, the Wagner Group chief turned rebel?

A fighter from the Wagner private mercenary group stands guard near the headquarters of the Southern Military District in the city of Rostov-on-Don, Russia, on June 24, 2023.
A fighter from the Wagner private mercenary group stands guard near the headquarters of the Southern Military District in the city of Rostov-on-Don, Russia, on June 24, 2023.

It is often perceived that Putin is a skilled strategist, therefore some have interpreted the initial challenges from Yevgeny Prigozhin, the head of Wagner, as a potential tactic to keep Putin’s military leaders alert by having a trusted ally act as a vocal dissenter. However, the current situation where Putin has acknowledged that Rostov-on-Don, his primary military base, is not under his control, suggests that the Kremlin did not orchestrate this.

It is possible that Wagner’s units have been planning some of this for a while. There was a rebellion that seemed urgent and spontaneous, which occurred after an alleged air strike on a Wagner camp in the forest. The Russian Ministry of Defence has denied involvement. This happened shortly after Prigozhin gave a detailed explanation of the reasons for the war.

He made some accurate statements about the war’s start: NATO did not pose a threat to Russia, and there was no persecution of Russians. He suggested that Russia’s top officials were behind the invasion plan, rather than Putin himself. Wagner’s forces have rapidly regrouped and swiftly advanced towards Rostov. It may be challenging to do without prior planning or preparation.

It is possible that Prigozhin had the idea of influencing Putin to make a change in the leadership of a particular ministry of defence that the Wagner leader has been criticising openly for several months. However, Putin’s address on Saturday morning has changed that possibility. The current situation in Russia presents a difficult decision for the country’s elite. They must choose between supporting the struggling regime of the president or the dangerous Frankenstein-like entity that was created to carry out their illicit activities, but has now turned against them.

Russia’s military is experiencing a moment of clarity. In the past, Prigozhin’s criticisms may have resulted in his removal by special forces. But now he is moving towards Moscow with his sights set on it. Can you provide more context or clarify your question? Were they significantly affected by the war, or hesitant to confront their well-trained colleagues in Wagner?

Moscow has appeared weak multiple times this spring. The drone attack on the Kremlin in May may have raised concerns among the elite around Putin regarding the strength of the capital’s defences. Country houses were targeted by Ukrainian drones. Friday’s events among the Russian wealthy may provide clarity on Putin’s hold on power.

It is possible that Ukraine may view the timing of the insurrection within Russia’s ranks as significant. It has the potential to impact the war in Kyiv’s favour. Rebellions often fail to achieve their intended goals in Russia or anywhere else. In 1917, Tsar Nicholas II was removed from power in Russia, which led to the Bolshevik Revolution, the rise of Lenin, and eventually the Soviet Empire.

As this Jacobean drama of human frailty unfolds, it remains to be seen whether any improvements will result. It is uncertain whether Prigozhin will emerge victorious, and it is unclear whether the Kremlin’s control will be affected. A less powerful Putin may take actions that are not based on reason in order to demonstrate his power.

It’s possible that he may struggle to come to terms with the idea of losing in the upcoming months on the frontlines in Ukraine. It is possible that he is not fully aware of the level of dissatisfaction within his armed forces and may have limited control over their actions. The stability of Russia’s leadership is crucial for maintaining its status as a responsible nuclear power.

There is a possibility of things going wrong or right. It is difficult to predict whether Putin’s regime will regain the same level of control it had before. It is likely that there will be more changes and disruptions in the future.
