    Okezie Ikpeazu partners with NNPCL to build modular refineries

    The Abia State Government led by governor Okezie Ikpeazu has joined forces with the Nigerian National Petroleum Corporation Limited (NNPCL) to establish modular refineries within the state. The collaboration was announced by Abia State Governor, Okezie Ikpeazu, during a meeting with NNPCL Group Managing Director, Mele Kyari, in Umuahia on June 28, 2023.

     

    Ikpeazu stated that these modular refineries would be constructed at various locations throughout the state and would be utilized to process crude oil into refined products like gasoline, diesel, and kerosene. The governor emphasized that these refineries would generate employment opportunities and enhance the state’s economy.

    A contactless payment is a wireless financial transaction in which the customer makes a purchase by moving a security token in close proximity to the vendor’s point of sale (POS) reader.

     

    Contactless payment refers to a payment method that allows transactions to be made without the need for physical contact between payment instruments (such as cards, stickers, wearable devices, or mobile devices) and payment terminals. It utilises contactless technology, which enables secure and convenient transactions by simply tapping or waving the payment instrument near the contactless-enabled terminal. Contactless payments offer users an alternative cashless option that is easy, efficient, and convenient, providing a seamless experience for making purchases.

     

    Contactless Payment is a payment that involves the use of a token or without your cards having physical contacts with ATM or POS machines.

    14. Requests for transactions above the maximum limit must be made in writing to the bank and include an indemnity reflecting the associated risks.

    15. The guidelines aim to ensure the safety and stability of the Nigerian Financial system in line with the CBN’s mandate and regulatory powers.

    The Central Bank of Nigeria (CBN) has issued new guidelines pertaining to contactless payments in the country. These guidelines establish limits for daily cumulative transactions and single transactions. The circular, signed by Musa Jimoh, the director of the CBN’s Payments and Systems Management Department, was recently distributed to banks, financial institutions, and payment service providers.

    According to the circular, contactless payments are subject to a daily cumulative transaction limit of N50,000 and a limit of N15,000 for individual transactions. In the case of high-value contactless payments that surpass these limits, appropriate verification and authorization procedures must be followed. Existing Know Your Customer (KYC) requirements and limits applicable to electronic payment channels are to be enforced. Transactions exceeding the daily cumulative limit specified shall be conducted using contact-based technology.

    The guidelines further stipulate that banks are responsible for determining suitable transaction and daily cumulative limits for contactless payments. Stakeholders are allowed to establish limits that align with those set by the bank.

    For contactless payment transactions falling below the prescribed limits, customers may not need additional authorization methods such as a PIN, token, or biometrics. Conversely, higher-value contactless payments necessitate customer verification, which may involve the use of a PIN, mobile code, biometric identifier, or similar means.

    Stakeholders are instructed to adopt a risk-based approach when defining volume and transaction limits for contactless payments. The level of risk associated with a customer should be determined based on the KYC due diligence performed during the onboarding process.

    Customers should have the option to specify transaction value limits, provided they do not exceed the maximum limits set by the bank. If customers desire to perform transactions exceeding the maximum limit, they must submit a written request to the bank and provide an indemnity that acknowledges the associated risks. The bank will grant approval based on its internal risk management policies.

    The CBN emphasises that the issuance of these guidelines aligns with its mandate to ensure the safety and stability of the Nigerian Financial System. The guidelines also aim to foster a resilient and stable payments system, in accordance with Section 2(d) of the CBN Act 2007 and Section 56(2) of the Banks and Other Financial Institutions Act (BOFIA) 2020.

    Contactless technology facilitates payment methods that do not require physical contact with devices. It offers users an easy, convenient, and efficient cashless payment option.     Chaos thwarted in Eid Praying Ground over alleged assassination attempt on Gov Adeleke

    Chaos was prevented during the traditional Eid prayers at the Osogbo Eid praying ground on Wednesday, according to information obtained by Ejes Gist News.

     

    The stage was set for the prayers, which are a customary part of the festival’s commencement.

    The Chief Imam was positioned at the front, while other dignitaries were to occupy the second row. This row is typically reserved for the Ataoja of Osogbo, Oba Jimoh Olanipekun, the governor, and other prominent politicians and notable individuals from Osogbo.

    However, trouble arose when Governor Ademola Adeleke arrived at the venue. A media aide to the Governor, Sarafa Ibrahim, alleged that thugs hired by former Senator Ajibola Basiru attacked Governor Adeleke at the Osogbo Eid prayer ground. According to Ibrahim, they arrived armed with machetes and various weapons. The governor had actually been in Lagos for a meeting with the United States Consular General and had gone directly to the Osogbo Eid prayer ground upon his return.

    Ibrahim stated, “They came straight to the Osogbo Eid prayer ground and upon sighting him, they just mobilised. They even attacked the House of Representatives member for Osogbo/Olorunda/Irepodun/Orolu Federal Constituency, Maruti Adewale Adebayo… It was obvious that they already planned the attacks.”

    However, an eyewitness to the incident, who wished to remain anonymous, debunked the notion of an attempted assassination, claiming that it was merely a disagreement between Governor Adeleke and Senator Basiru regarding seating arrangements. According to the eyewitness, when Governor Adeleke arrived, he requested that Senator Basiru vacate his reserved position for him. However, Senator Basiru refused, leading to an argument that prompted the governor to leave the venue in anger.

    The eyewitness also mentioned that security personnel were instructed to arrest Senator Basiru, resulting in the closure of the access gate to the Eid ground. However, Osogbo indigenes at the Eid prayer ground protested against the arrest, and the situation was eventually resolved.

    It should be noted that attempts to obtain a response from Senator Ajibola Basiru were unsuccessful, as calls to him went unanswered and messages were not replied to.

    The Federal Government has made the decision to cease funding professional bodies through the annual budget. This information was conveyed in a circular sent by Ben Akabueze, the Director General of the Budget Office of the Federation (BoF), to the heads of all professional bodies in the country.

     

     

    Dated June 26, 2023, the circular stated that this decision was reached during the 13th meeting of the Presidential Committee on Salaries (PCS). Akabueze informed that the PCS had approved the discontinuation of budgetary allocation to professional bodies and councils, effective from January 1, 2024.

    Earlier, the police had cited security concerns following a Quran burning outside Turkey’s embassy in January, which sparked widespread protests, calls for a boycott of Swedish goods, and impacted Sweden’s NATO membership bid.

     

    Turkey objected specifically to the police’s authorization of the January demonstration, blocking Sweden’s NATO bid due to its perception of insufficient action against Kurdish groups.

    Initially, requests for protests involving Quran burnings outside the Turkish and Iraqi embassies in Stockholm were banned by the police. However, the appeals court later ruled that the police had made an incorrect decision, stating that the security concerns were not clearly connected to the planned events.

    The current request for the Wednesday demonstration was submitted by the same individual whose previous request had been blocked. Salwan Momika, aged 37, mentioned in the application that he intended to express his opinion about the Quran by tearing it up and burning it in front of the mosque.

    To maintain order during the protest, Swedish police have called in additional forces from various parts of the country. Several police cars were observed near the mosque in the early hours of Wednesday.

    While some Swedish politicians have criticized Quran burnings, they have also strongly defended the right to freedom of expression.
