Meanwhile, Zainab Ahmed, the minister of finance, budget, and national planning, announced on Wednesday that the federal government had given the 36 states in the nation N471.9 billion of the $1.5 billion that the World Bank had approved for the fiscal transparency, accountability, and sustainability (SFTAS) programme.
This was said by Ahmed at the Abuja launch of the state’s charter for the maintenance of reforms in fiscal transparency, accountability, and sustainability.
The minister, who was represented at the event by the permanent secretary of the ministry, Aliyu Ahmed, noted that all 36 states had adopted the necessary procedures and practises to domesticate the fiscal reforms in their public financial management systems.
Indeed, the extremely high level of political visibility and implementation structures established across the 36 states played a significant role in the program’s successful implementation from 2018 to 2022, the speaker said.
Through the creation of citizen-based budgets, the prompt preparation and publication of annual budgets and audited financial statements, as well as the adoption of national charts of account, the programme has ingrained fiscal behaviour and standards and facilitated the widespread adoption of good practises in fiscal and public financial management across the states while respecting their fiscal autonomy.
All 36 states have passed their 2020 audited financial statements by July 31st, 2021, and 28 states have passed audit laws that are compliant with internationally recognised standards.
Additionally, 32 states prepared and released the audited financial statements for local governments (AFSS) for the fiscal years 2018 through 2020, which included all transfers authorised by the state-local government joint account allocation committee (SLJAAC) and the actual receipts for each LG.
The minister disclosed that 13 states had adopted the Treasury Single Account, while 31 had linked the Bank Verification Number (BVN) to payroll (TSA)
“Many states have also been able to significantly increase their Internally Generated Revenue (IGR),” she continued, “by reducing IGR leakages through the implementation of state-level Treasury Single Accounts (TSA) and stepping up IGR collection efforts.
18 states were able to record a nominal IGR collection in 2020 that was equal to or higher than their nominal IGR collection in 2019, and 27 states were able to pass their consolidated state revenue code (CSRC) by 2020.
