    With this announcement, BUA Cement Plc aims to enable Nigerians to enjoy the benefits of reduced cement prices before the completion of its new production plants. The company is currently working on constructing new facilities that will increase its annual production capacity to a staggering 17 million metric tonnes.

    UNICAL Panel Finds Suspended Dean Guilty of Sexual Favour and Gross Misconduct.

    The probe panel set up by the University of Calabar to investigate allegations of sexual harassment of female students by the suspended Dean of the school’s Faculty of Law, Prof. Cyril Ndifon, has found the senior lecturer guilty of gross misconduct.

    In a report obtained by SaharaReporters on Sunday, the panel established that Prof. Ndifon was using his official position to intimidate and solicit sexual favors from female students in the Faculty of Law. The report also revealed that he had been involved in students’ exploitation, particularly by delaying the graduation of some female students by withholding their results and making threats.

    Prof. Cyril Ndifon

    The allegations against Prof. Ndifon came to light when female students of the Faculty of Law at UNICAL staged a protest, demanding his immediate removal for alleged sexual harassment. The university management subsequently suspended him and formed an administrative panel to investigate the matter.

    The panel, chaired by Prof. Dorothy Oluwagbemi-Jacob, investigated cases of sexual harassment and molestation, abuse of office, extortion, and high-handedness leveled against Prof. Ndifon. It also looked into the alleged violations of university rules and regulations and the claim that most of Prof. Ndifon’s supervisees and their course representatives were female students.

    The panel relied on oral and written submissions, as well as physical and virtual participation from victims, fellow lecturers, and students’ representatives. It was found that the suspended Dean compelled law students to pay for a Faculty Journal that was nonexistent for three consecutive academic sessions.

    As a result of its findings, the panel recommended that Prof. Ndifon face the statutory Disciplinary Committee of the University of Calabar for appropriate sanctions applicable to acts of both Major and Gross misconduct. It also advised that he should refund over three million naira (N3m) realized from the payments made by law students for the Law Journal that he never published or provided.

    Additionally, the panel recommended that Comfort Jumbo be given another supplementary examination since the suspended Dean collected her scripts for Law of Evidence, Law of Equity, and Land Law. It also suggested that the acting Dean should arrange an internal defense for Barrister Anne Eruegi Agi to defend her Ph.D. and encourage her to apply for promotion in the next promotion exercise.

    Furthermore, the panel recommended that the university should establish rules to prevent lecturers from meeting students at unofficial hours, promoting the culture of not locking their offices during student consultations. It also called for disciplinary action against the former accountant of the Faculty of Law, Mrs. Aniekan Udeme Ekwere, and cautioned the former Faculty Officer, Mr. Robert Omang.

    In conclusion, the panel emphasized the need to clean up the Faculty of Law, addressing the discord and borderization that have negatively impacted academic standards. It called for the reorientation of younger academics in the faculty to uphold the noble ideals and values of the university system.

    The University of Calabar now faces the task of implementing these recommendations to restore confidence among stakeholders and uphold academic excellence in the Faculty of Law.

    Sources, speaking on the condition of anonymity, claim that the incident occurred at Osunjela, an outskirts area of Osogbo, the capital of Osun State. According to these sources, Owoeye was apprehended while allegedly engaging in ritual activities related to upcoming political events in the state.

    “I can authoritatively tell you that the man was arrested by some vigilante boys around this area while trying to perform some rituals,” one source stated. “He settled some people with money through a transfer and pleaded for cover. The issue of fraud peddling by the police is a mere concoction of political players in the state to cover the mess.”

    In response to the viral video, Owoeye quickly dismissed it as the work of fraudsters attempting to blackmail him over a case of fraud. Speaking with Ejes Gist News over the phone, Owoeye asserted that those responsible for the video had been arrested by the police and were set to appear in court on Wednesday.

    “Those who are versed in the antics of fraudsters will know that the video is an advanced state of fraud to score cheap blackmail,” Owoeye stated. “I can’t say more than that now. I have been talking since morning, and I will definitely speak further on this after the court sitting on Wednesday.”

    While Owoeye failed to provide a clear explanation of how the fraud allegations correlated with the unclad video, the Osun State Police Commissioner, Adeoye Fimihan, echoed Owoeye’s claims. He described the lawmaker as a victim of fraudsters who had defrauded him of a substantial sum of money and then lured him into a compromising situation in an attempt to further blackmail him.

    “It is not as if he was there to do any ritual,” Commissioner Fimihan stated. “We have arrested some of them (fraudsters), and they have been charged to court. We even recovered about N10 million from them, out of the money they swindled the man of. Whatever is trending is not the truth. That fellow is a victim of fraudsters.”

    The police commissioner’s statement aimed to clarify that Owoeye was not involved in any ritual activities as suggested by the video but had fallen victim to a fraudulent scheme.

    Prosecutors in northern Kano state accused Bala of using Facebook to insult the Prophet Muhammad and the Islamic religion, alleging that his posts aimed to “cause a breach of the public peace,” according to court documents.

    Mubarak Bala had consistently maintained his innocence throughout the trial. However, he changed his plea to guilty, citing “enormous pressure for the past few years,” as stated by Leo Igwe, founder of the Nigerian Humanist Association.

    11. There is no joy in seeing the people of this nation shoulder burdens that should have been shed years ago. I wish today’s difficulties did not exist. But we must endure if we are to reach the good side of our future.

    12. My government is doing all that it can to ease the load. I will now outline the path we are taking to relieve the stress on our families and households.

    13. We have embarked on several public sector reforms to stabilize the economy, direct fiscal and monetary policy to fight inflation, encourage production, ensure the security of lives and property and lend more support to the poor and the vulnerable.

    14. Based on our talks with labour, business and other stakeholders, we are introducing a provisional wage increment to enhance the federal minimum wage without causing undue inflation. For the next six months, the average low-grade worker shall receive an additional Twenty-Five Thousand naira per month.

    15. To ensure better grassroots development, we set up an Infrastructure Support Fund for states to invest in critical areas. States have already received funds to provide relief packages against the impact of rising food and other prices.

    16. Making the economy more robust by lowering transport costs will be key. In this regard, we have opened a new chapter in public transportation through the deployment of cheaper, safer Compressed Natural Gas (CNG) buses across the nation. These buses will operate at a fraction of current fuel prices, positively affecting transport fares.

    17. New CNG conversions kits will start coming in very soon as all hands are on deck to fast track the usually lengthy procurement process. We are also setting up training facilities and workshops across the nation to train and provide new opportunities for transport operators and entrepreneurs. This is a ground breaking moment where, as a nation, we embrace more efficient means to power our economy. In making this change, we also make history.

     

     

    18. I pledged a thorough housecleaning of the den of malfeasance the CBN had become. That housecleaning is well underway. A new leadership for the Central Bank has been constituted. Also, my special investigator will soon present his findings on past lapses and how to prevent similar reoccurrences. Henceforth, monetary policy shall be for the benefit of all and not the exclusive province of the powerful and wealthy.

    19. Wise tax policy is essential to economic fairness and development. I have inaugurated a Committee on Tax Reforms to improve the efficiency of tax administration in the country and address fiscal policies that are unfair or hinder the business environment and slow our growth.

    20. To boost employment and urban incomes, we are providing investment funding for enterprises with great potential. Similarly, we are increasing investment in micro, small and medium-sized enterprises.

    21. Commencing this month, the social safety net is being extended through the expansion of cash transfer programs to an additional 15 million vulnerable households.

    22. My administration shall always accord the highest priority to the safety of the people. Inter-Service collaboration and intelligence sharing have been enhanced. Our Service Chiefs have been tasked with the vital responsibility of rebuilding the capacities of our security services.

    23. Here, I salute and commend our gallant security forces for keeping us safe and securing our territorial integrity. Many have paid the ultimate sacrifice. We remember them today and their families. We shall equip our forces with the ways and means needed to perform their urgent task on behalf of the people,

    24. We shall continue to make key appointments in line with the provisions of the Constitution and with fairness toward all. Women, Youth and the physically challenged shall continue to be given due regard in these appointments.

    25. May I take this opportunity to congratulate the National Assembly for its role in the quick take-off of this administration through the performance of its constitutional duties of confirmation and oversight.

    26. I similarly congratulate the judiciary as a pillar of democracy and fairness.

    27. I also thank members of our dynamic civil society organizations and labour unions for their dedication to Nigerian democracy. We may not always agree but I value your advice and recommendations. You are my brothers and sisters and you have my due respect.

    28. Fellow compatriots, the journey ahead will not be navigated by fear or hatred. We can only achieve our better Nigeria through courage, compassion and commitment as one indivisible unit.
