The bribery allegations levelled against Nigeria’s Deputy Commissioner of Police, Abba Kyari, by suspected fraudster Ramon Olorunwa Abbas, alias Hushpuppi, did not surprise him, according to a resident of Borno state.

In a private message to Farooq Kperogi, a Nigerian academic and media scholar, the resident claimed Kyari is currently constructing a mansion on Jemina Road in Damboa.

He claimed the house’s gate was made of glass and steel, and that the police chief offered N70 million to a neighbour who lives behind his mansion “so he can get his house out of the way and have straight access to the main road from this mansion.”

“Good afternoon, Prof. I was just reading your Abba Kyari saga post. It didn’t surprise me in the least. Kyari is obscenely wealthy for the work he does. He’s building a mansion on Damboa’s Jemina Road, and it’ll be something special. It’s the first time I’ve seen a double-gated house in Maiduguri, and the gate is made of glass and steel.

“He wanted to pay (sic) 70 million nairas to a neighbour who owns a house behind him so that he can move his house out of the way so that he can have direct access to the main road from this mansion.” And it doesn’t surprise me at all that a couple of people who have told stories implicating him have been silenced,” Kperogi quoted the Borno resident as saying.

The US Attorney’s Office for the Central District of California had issued an arrest warrant for Kyari because of his alleged ties to Hushpuppi, who is on trial for a variety of crimes including internet fraud and money laundering.

Hushpuppi has since pleaded guilty to the charges, and if found guilty, he faces a 20-year prison sentence, three years of supervised release, and monetary restitution of $500,000 or more.

“In a scheme that also bribed a foreign official to keep the elaborate pretence going after the victim was tipped off, the defendants allegedly faked the financing of a Qatari school by playing the roles of bank officials and creating a bogus website,” said Acting United States Attorney Tracy L. Wilkison.

“Mr Abbas, who was a key figure in the scheme, financed his lavish lifestyle by laundering illicit proceeds generated by increasingly sophisticated con artists.

“We will identify and prosecute perpetrators of business email compromise scams, which is a massive and growing international crime problem, in collaboration with our law enforcement partners.”

“Mr Abbas, one of the world’s most well-known money launderers, has admitted to playing a key role in the global BEC fraud scheme, which is currently affecting Americans,” said Kristi K. Johnson, Assistant Director in Charge of the FBI’s Los Angeles Field Office.

The court documents also detailed a feud among Hushpuppi conspiracy members, which allegedly prompted him to arrange for DCP Kyari to imprison an individual identified as a “co-conspirator,” Kelly Chibuzo Vincent, in Nigeria.

“Kyari is a highly decorated deputy commissioner of the Nigerian Police Force who is alleged to have arranged for Vincent to be arrested and jailed at Abbas’ request, and then sent Abbas photographs of Vincent after his arrest,” according to the affidavit.

“Kyari also allegedly sent Abbas bank account information for an account into which Abbas could deposit payment for Vincent’s arrest and imprisonment,” according to the report.

The Inspector-General of Police has ordered an internal investigation into the allegations made against Kyari by US authorities.
