Job Title: National Procurement Officer (NPO)

Location: Abuja

  • Consequently, Expression of Interest (EOI) is hereby solicited from suitably certified and candidates to take part in the FGN/IFAD Value Chain Development Programme (IFAD-VCDP).


  • The National Procurement Officer (NPO) shall be chargeable for the coordination of the procurement of items, works and companies financed below the Project.

Main Responsibility

  • The procurement Officer could be chargeable for the administration of programme procurement actions as half of Programme Implementation preparations, in accordance with related National and IFAD Procurement Guidelines, and constructing capacities of different Programme Implementing Partners.

Specific Duties

  • Undertake procurement exercise as per the draft Procurement Plan which offers the estimated prices and the foundation for the procurement strategies for every procurement merchandise below the programme.
  • Prepare technical specs for procurement of items, works and companies.
  • Prepare bidding paperwork, tender notices, and invites for bids
  • Receive, open and consider bids, in addition to finalize contracts
  • Administer contracts to make sure compliance with the contracts situations, cost phrases.
  • Maintain all the data referring to procurement.
  • Maintain a separate data referring to complaints and their redressal,
  • Update periodically the Procurement Plan in settlement with the Programme group to mirror the precise programme implementation wants and enhancements in institutional capability
  • Ensure implementation of agreed procurement preparations.
  • Prepare procurement implementation reports in accordance with the reporting necessities of IFAD and the Government for the NPMU and consolidated reports for the total programme.
  • Providing steerage and supervision to the states, the beneficiaries and service suppliers.
  • Ensure that the procurement capability of the states, beneficiaries and service suppliers is developed

Reporting and Location:

  • The place shall be based mostly in the Headquarters, Abuja, however might contain occasional journey to collaborating States. The NPO will report on to the NPC.

Details of the Contract:

  • Two year contract, renewable if the venture is prolonged and based mostly on performance.

Qualification and Experience

  • Master’s or High Level University degree in Engineering, Finance, Management, Purchasing or equal {qualifications}.
  • Minimum of six (6) years of related publish-qualification expertise,
