Innovative Promotions: Civil Service Commission Rolls Out Computer-Based Testing Initiative

The Federal Civil Service Commission is poised to revolutionize its promotional examination process by implementing computer-based tests, as part of its comprehensive reform agenda.

During the inaugural session of the commission’s monthly seminar series held in Abuja on Thursday, Prof. Tunji Olaopa, the Chairman of FCSC, unveiled this initiative. Addressing the audience on ‘The Institutional Framework and Procedure for the Conduct of Directorate Level Exercise: Guaranteeing Integrity, Transparency, and Accountability of Standard Practices,’ Olaopa emphasized the transition from traditional analog practices to modern, digitally-driven methodologies.

“The commission is transitioning the 2024 promotion exercise towards computer-based tests, heralding the modernization and digitization of its fundamental operations,” noted Olaopa. As part of this transformation, the commission will introduce an online recruitment portal accessible to all Nigerians.

This portal will allow eligible candidates to pre-fill recruitment forms and update them periodically before official recruitment advertisements.

“In addition,” Olaopa continued, “eligible candidates will undergo computer-based tests and oral interviews, with results promptly collated and released in real-time.” To facilitate this transition, FCSC is engaging in an outsourcing contract with the National Open University of Nigeria and JAMB as technical partners. Leveraging their infrastructure, networks, and experience, the commission aims to enable online accreditation, CBT examinations, and promotion interviews for Federal service officers, starting with Directorate-level officers.

Expressing optimism about the reform’s impact, Olaopa highlighted its potential to enhance the commission’s professionalism. He remarked, “We are hopeful that by focusing on strengthening the professionalism of the federal bureaucracy, we can advance the objectives of the President’s Renewed Hope Agenda and catalyze Nigeria’s national transformation journey.”

Adding his perspective, Prof. Olugbenga Ojo, the Director of Examinations and Assessment at the National Open University of Nigeria, affirmed the efficacy of CBT for conducting promotion exams at the directorate level. “We are fully prepared to support the commission in this endeavor,” he stated. “Our previous engagements have demonstrated the advantages of CBT, and we stand ready to contribute effectively to this initiative.”
