in Serious Trouble As IGP Recommends Suspension, sets 4-man Special Investigation Panel

Usman Baba, the Inspector-General of Police (IGP), has suggested that Abba Kyari, the Deputy Commissioner of Police, be suspended indefinitely until the outcome of an internal inquiry into his ties to the well-known cyber fraudster Ramon Abbas.

Mr Kyari was indicted by US authorities as part of a probe into the fraudster Mr Abbas, also known as Hushpuppi, who pled guilty to multi-million dollar fraud charges brought by the US government.

The highly decorated Nigerian officer was named among the recipients of earnings from Mr Abbas’ criminal dealings, according to Ejes Gist News, which is why a US court ordered his arrest and prosecution.

Frank Mba, the police spokesperson, announced the IGP’s position in a statement with Ref No. CZ.5300/FPRD/FHQ/ABJ/VOL.4/26 on Sunday. His proposal came two days after he launched an internal investigation into Mr Kyari’s claims.

Mr Mba quoted the IGP’s letter to the Police Service Commission dated July 31 as saying that Mr Kyari’s suspension is in line with the force’s multidisciplinary processes.

“The IGP further stated that the suspension is expected to create a conducive environment for the NPF Special Inquiry Panel to conduct its independent investigation into the serious charges levelled against DCP Abba Kyari. The suspension is “without prejudice to the officer’s constitutional presumption of innocence,” according to a spokeswoman.

According to Mr Mba, a Special Investigation Panel (SIP) made up of four senior police officers will investigate the allegations against the supercop. The panel will be chaired by Joseph Egbunike, the Deputy Inspector General of Police in charge of the Force Criminal Investigations Department (FCID).

“Among other things, the SIP will conduct a thorough investigation into all of the allegations levelled by the US government against DCP Abba Kyari, as outlined in pertinent papers provided to the NPF by the Federal Bureau of Investigation (FBI).

“The SIP will also get a thorough representation of DCP Abba Kyari in response to the charges levelled against him, conduct additional investigations as necessary, and give recommendations to the Force Leadership to guide further measures on the matter,” he said.

Mr Kyari denied any misconduct, according to Ejes Gist News reports. He admitted to knowing Hushpuppi in statements put on his verified Facebook profile but said he never sought money from him. He also said that he just recommended Hushpuppi to a tailor who was paid N300,000 by the scammer.
