    In a significant move aimed at reshaping foreign exchange practices, the Central Bank of Nigeria (CBN) unveiled fresh guidelines for the sale of foreign exchange by Bureau De Change (BDC) operators within the country. This development comes after years of the apex bank’s prohibition of forex sales to BDC operators as a measure to safeguard the naira’s value.

    The decision to halt forex sales to BDC operators was initially announced by the then-governor of CBN, Godwin Emefiele, during a media briefing on July 27, 2324, held in Abuja. Emefiele expressed his concern that BDC operators had veered away from their original purpose of serving retail end users seeking sums of $5,000 or less.

    The Central Bank’s new guidelines were communicated through a statement released on its official website. The institution urged BDC operators to strictly adhere to these guidelines, as they are designed to bring stability to the foreign exchange market.

    As outlined in the statement, the new regulations stipulate that the buying and selling spread for BDC operators should remain within a permissible range of -2.5% to +2.5% of the Nigerian Foreign Exchange market’s window weighted average rate from the preceding day.

    Additionally, the CBN has mandated BDC operators to submit statutory periodic reports, encompassing daily, weekly, monthly, quarterly, and yearly renditions, via the upgraded Financial Institution Forex Rendition System (FIFX), tailored to meet the specific requirements of individual operators.

    The circular further underscores that non-compliance in rendering the required reports will result in penalties, potentially leading to the withdrawal of an operator’s operating license. In instances where BDC operators have not engaged in any transactions during a given period, they are obligated to submit nil returns as part of the regulatory process.

    Market participants are urged to take note of these developments and ensure full compliance with the stipulated guidelines to avoid any adverse consequences. The new guidelines signal the Central Bank’s continued efforts to maintain the stability of Nigeria’s foreign exchange market and reinforce responsible financial practices.

    The acronym BRIC, which did not initially include South Africa, was coined in 2001 by then-Goldman Sachs chief economist Jim O’Neill in a research paper highlighting Brazil, Russia, India, and China‘s growth potential.

    The bloc was formed in 2009 as an informal club to provide a platform for its members to challenge a world order dominated by the US and its Western allies.

    Russia was the driving force behind its creation.

    The group is not a formal multilateral organisation, such as the United Nations, World Bank, or Organisation of Petroleum Exporting Countries (OPEC).

    The heads of state and government of the member countries meet once a year, with each country taking a one-year rotating chairmanship of the group.

     

    WHO ARE THE PARTICIPANTS?

    The founding members are Brazil, Russia, India, and China.

    South Africa, the smallest member in terms of economic clout and population, was the first to benefit from the bloc’s expansion in 2010, when it was renamed BRICS.

    The countries collectively account for more than 40% of the global population and a quarter of the global economy.

    Aside from geopolitics, the group’s priorities include increased multilateral trade and development.

    The bloc operates on the basis of consensus. The BRICS nations are all members of the Group of 20 (G20) of major economies.

     

    WHY DO NATIONS WANT TO JOIN THE BRICS?

     

    According to South Africa, over 40 countries have expressed interest in joining the forum, including Iran, Saudi Arabia, the United Arab Emirates, Argentina, Algeria, Bolivia, Indonesia, Egypt, Ethiopia, Cuba, the Democratic Republic of the Congo, Comoros, Gabon, and Kazakhstan.

    They see BRICS as a viable alternative to global organisations dominated by traditional Western powers, and they hope that membership will unlock benefits such as development finance and increased trade and investment.

    Dissatisfaction with the global order was exacerbated in developing countries by the COVID-19 pandemic, which saw rich countries hoard life-saving vaccines.

    Iran, which holds roughly a quarter of the Middle East’s oil reserves, has stated that it hopes the mechanism for new membership will be decided “as soon as possible.”

    Saudi Arabia was one of more than a dozen countries that attended the “Friends of BRICS” talks in Cape Town in June. Russia and Brazil have encouraged it to join the BRICS.

    Argentina announced in July 2022 that it had received formal support from China in its bid to join the group.

    Bolivian President Luis Arce has expressed interest in joining the BRICS group and is expected to attend the summit. Its government stated in July that it was determined to reduce reliance on the US dollar for foreign trade, instead turning to the Chinese yuan, in line with the stated goal of BRICS leaders to reduce reliance on the US currency.

    Algeria announced in July that it had applied for BRICS membership and a stake in the New Development Bank, also known as the BRICS Bank. The oil and gas-rich North African country is looking to diversify its economy and strengthen ties with China and other countries.

    National Assembly Election Petitions Tribunal Dismisses Cases Against House of Representatives Members.

     

     

    The National Assembly Election Petitions Tribunal convened in Yola, Adamawa State, has rendered its decisions on petitions brought against two members of the House of Representatives.

     

     

    The tribunal, presided over by Justice Aloysius Okuma and Justice Nkereuuwem Obot, dismissed the petitions filed against Mohammed Salihu and Jingi Rufai, members representing Girei/Yola South/Yola North federal constituency and Maiha/Mubi North/Mubi South federal constituency, respectively.

     

    On Monday, the tribunal concluded that the petitions lacked substantial evidence and merit, delivering judgements that favoured the incumbents. Mohammed Salihu and Jingi Rufai, both members of the Peoples Democratic Party (PDP), had faced legal challenges from Abubakar Magaji Jaafar and Abubakar Baba Zango, candidates of the All Progressives Congress (APC).

    Abubakar Baba Zango had presented allegations against Mohammed Salihu, asserting that Salihu presented counterfeit primary school and birth certificates. Zango urged the tribunal to compel the Independent National Electoral Commission (INEC) to issue him a certificate of return, citing his second-place finish in the election. However, Justice Nkereuuwem Obot found the petition to lack merit and ordered Zango to pay N600,000 in costs.

    The lifeless body of Adeniyi Oluwatosin Sanni, punctuated with bullet wounds, was discovered near the Toyota Bus Stop area of Oshodi, close to a military barrack.
