    Re: Press release on DELSU school fees adjustment

    I just read a disturbing and vexatious paid publication tagged press release written by my brother (Fellow Abrakarian) Efe Don Kigho.

    Ordinarily, I would not have responded, but for the importance of the subject matter and how emotional it is to me, hence this response.

    It should be noted that the entire publication is a farce and too vexatious to be taken seriously.

    Efe Kigho should be made to understand that one should not get himself involved in a matter he knows little or nothing about. Not to talk about making clarifications where he has no valid information and is not in the right position in the first place.

    In his publication, he signed in a tripartite capacity.

    1) Delsu Management’s Community Liaison Officer
    2), General President of the Oruarivie Youth Council
    3) Onoturede

    The big question is, does it fall within the scope of his duty to make this baseless clarification in the first instance?

    Has he taken over the responsibility of being the public relations officer for the university?

    Maybe as a liaison officer, he should go back for a proper briefing on job specifications before jumping the gun and disgracing his employer.

    On the other hand, his claim to be the President of the Oruarivie Youth Council and dishing out statements, whereas, if by God’s grace, youth activities have been reinstated in Ethiope East local government by the Hon. Ofobrukueta Victor-led Ethiope East local government council, then I’m the public relations officer who reserves the right to dish out press statements for the council.

    It should be noted that the local government has not reinstated youth activities.

    And if they do, it will be in public for all of us to see.

    And in regards to him signing as Onoturede,
    I’m confident that he does not even know his job specification and does not have a single piece of knowledge about the position he occupies.

    Maybe he should go back to learn the functions of the Onoturede as enshrined in the Oruarivie Abraka tradition.

    And I can confidently say that at his age, he’s not even qualified to hold such a position because the age grade does not conform to his age except that he wants to tell us that he’s thirty years old and below.

    As a good student of history and a humble one for that matter, I do not wish to use my historical knowledge to bamboze my elders.

    But in a situation where an elderly person chooses the wrong part to distort facts for selfish gain, I may have no other option than to spill the bitter truth to his face.

    Efe Kigho should be told that as an indigent of Abraka, we all, including Akpos Mouthpiece Dolor, a one-time member of the Delsu SUG, whom he seeks to ridicule, are born into royalty and, as such, the trio of us are potential kings, if God permits.

    That no matter how powerful he is, he does not have sole authority over another.

    That the land he claims to own belongs to us all, and we all, except him, who’s fighting for his pocket by trying to ridicule another, want the overall best for the town.

    In one of his phrases in his statement, he has taken to himself the right of an investigator by stating he has conducted an investigation into Mouthpiece, thereby relating Mouthpiece’s Facebook post in Urhobo Renaissance to my humble self and the highly respected and celebral Comr. Umukoro Efemena.

    In regards to this, I’m afraid, for I do not know the kind of investigation he has done or what law of the land empowers him to carry out such investigations.

    This is where relevant security authorities should step in.

    That his request to the DSS, police, and other law enforcement agencies is correct.

    That his activities on the 21st of February 2022 should be looked into as captured in the live video.

    I, as an individual, only wanted to look past his excessive rascality, threats, and intimidation of February 21, 2022, but his subsequent actions and this press release show that he’s up to something else and must be looked into.

    That the press release contains very serious threats that should not be overlooked by relevant security authorities.

    Also, it should be noted that the peaceful demonstration that happened on February 21st had no direct or indirect involvement with Comr. Umukoro.

    That the demonstration to reject the hike in fees across Delta was organised by Comr. Hon. Chris Marshall of the National Association of University Students in collaboration with THE CONCERNED citizens, myself and Comrade Precious Agberia Takufia.

    If Efe Kigho has personal issues with Comr Umukoro Efemena Kelly, he should be brave enough to confront them head on, rather than attempt to conceal them under any guise in order to foment trouble and breed an unhealthy crisis.

    Reps consider making nurses, pharmacists, others to head hospitals

    The House of Representatives has passed for second reading a bill seeking to include pharmacists, nurses and other medical professionals in the board of the teaching hospitals.

    The legislation is titled, ‘A Bill for an Act to Amend the University Teaching Hospitals (Reconstitution of Boards Etc.) Act, Cap. U15, Laws of the Federation of Nigeria, 2004 to Restructure the Composition of the Governing Board, Review the Nomenclature of the Heads of the Hospitals, Redefine the Qualifications of the Heads of the Hospitals, Provide a Definite Tenure of Office of the Heads of the Hospitals, Including Students of Health Sciences in the Training Programmes of the Hospitals and include Hospitals Established Post–Enactment of the Extant Legal Framework in the Schedule.’

    According to the bill, sponsored by a member of the House, Bamidele Salam, the proposal seeks to review the terminology of the heads of the hospitals (Chief Medical Director).

    It also sought to redefine the qualification of the head of hospitals, provide a definite tenure of office of the heads of the hospitals, including students of Health Sciences in the training programmes of the hospitals, and include hospitals established post-enactment of the extant legal framework.

    Leading the debate on the bill at the second reading on Wednesday, Salam noted that in the United Kingdom, to become a hospital administrator, one does not have to be a medical practitioner.

    “All you need is to be a graduate from high school (four years); obtain a bachelor’s degree in healthcare administration, business administration or a clinical discipline (four years); and a master’s degree in healthcare administration (MHA) or a related graduate degree (two years), he said.

    The lawmaker also noted that in the United States, “there is no specific path to follow to get a hospital administrator’s job.” He added, “You may begin your career in some other role with that goal in mind – some start as doctors or nurses – and be promoted to the position.

    “However, it is common for hospital administrators to earn a relevant degree, and an increasing number of employers now require a master’s as well.”

    He added, “It is clear from the above cross-country discussion that to be appointed as a Chief Executive Officer, one does not have to be a medical doctor. Persons with bachelor’s (degree) in Management or Administration with requisite experience can be appointed to head a hospital.

    “Similarly, in the composition of the board of the hospitals, other critical stakeholders were not included. Greater attention was only paid to medical doctors.

    “Against this background, this bill is proposed to address all these challenges and include all other health professionals in the capacity building and administration of the Federal Hospitals in Nigeria and related issues.”

    Why 2023 elections may not be credible –CAN

    The Christian Association of Nigeria has said that the 2023 general elections may not be credible.

    This is as the association described security challenges, occasioned by the criminal activities of terrorists, bandits and kidnappers in the country, as the “biggest threats” to the 2023 elections.

    A statement on Wednesday quoted CAN President, Rev Dr Samson Ayokunle, as making the assertion on Tuesday evening in an interactive session between Christian leaders and the European Union delegation led by the EU Chief Election Observer, Ms. Maria Arena.

    The statement was titled, ‘Insecurity in the country is the biggest threat to 2023 elections – CAN … Ayokunle Declares First Week of March as Week of Soul Winning’.

    “The EU Delegation wanted to know the position of the Association on the preparation of all the stakeholders – the Independent National Electoral Commission, the security agencies and the political parties,” the statement added.

    Ayokunle, who also doubles as the Co-Chairman of the Nigeria Inter-Religious Council, explained that the security situation in the country might not allow the general election to be credible, free and fair if the voters are not allowed to go out to exercise their inalienable rights because of fear of being harmed or kidnapped or killed.

    “We call on the Federal Government and the security agencies to wake up to the security challenges in the country where terrorists, bandits and kidnappers are operating with impunity and nowhere is safe and secure again. If the trend continues, many voters may not participate and the outcome of the election may not be credible,” the CAN president said.

    Nigeria’s gas reserve hits 209.5tcf

    He observed that “the government appears to be struggling to nip the ugly situation in the bud, their present effort is far from being enough. We have been struggling with this situation now for the past thirteen years, yet, we are still where we are!”

    He also called on the Independent National Electoral Commission to be apolitical in the assignment and asked the members of the commission who are card-carrying members of the ruling party to step down or be flushed out in order to avoid compromised election results.

    Ayokunle tasked INEC to borrow a leaf from its counterpart in Gambia where their recently-conducted elections were “far better” than Nigeria’s elections.

    “Gambia’s elections were more credible, free and fair. It was also free from security harassment and there was a level playing field for all the parties involved.

    “We are supposed to be doing better because we have more resources and more capacity than Gambian,” he added.

    EU sanctions 22 Belarus military officers over Ukraine invasion

    The European Union on Wednesday imposed sanctions on 22 senior Belarusian military officers over Minsk’s role in aiding Russia’s invasion of Ukraine.

    The six generals and 16 colonels were added to the EU blacklist because “Belarus is participating in a Russian unprovoked invasion against Ukraine by allowing military aggression from its territory,” the official sanction document said.

    The sanctions include assets freeze and travel bans into the bloc.

    Russia’s military has used Belarus as a launch pad for its ground and air assault on Ukraine.

    Belarus strongman Alexander Lukashenko said Tuesday his forces were not taking part in the attack on Ukraine but ordered more soldiers to his country’s borders with Ukraine and Poland.

    Last week, the European Union blacklisted 20 Belarusian borders guards, officers and officials along with a raft of high-ranking Russians over the assault on Ukraine.

    The European Union is also poised to strengthen sweeping economic sanctions against Belarus, first imposed last June in a response to a crackdown on opponents and the forced landing of a passenger plane to arrest a dissident journalist.

    Those measures target some of the country’s key exports to the bloc including potash fertiliser.

    The EU has hit Belarus with successive waves of sanctions since Lukashenko launched a brutal campaign of repression against demonstrators protesting a disputed election in 2020.

    Lukashenko has become increasingly reliant on Russian President Vladimir Putin in the face of international isolation and recently oversaw changes to the constitution that could allow Moscow to station troops and nuclear weapons permanently in the country.

    Nigeria’s gas reserve hits 209.5tcf

    The Nigerian Midstream and Downstream Petroleum Regulatory Authority has said Nigeria’s proven natural gas reserve rose to 209.5 Trillion Cubic Feet as of January 1, 2022.

    Chief Executive of NMDPRA, Mr Farouk Ahmed, said this on Wednesday at the 2022 Nigeria International Energy Summit in Abuja.

    The new figure represents a major increase of 2.97 TCF in proven natural gas reserves representing 1.42 percentage increase from the 206.53tcf recorded on January 1, 2021.

    Ahmed, represented by Mr Ogbugo Ukoha, Executive Director, Distribution Systems, Storage and Retailing Infrastructure, NMDPRA, said the Nigerian economy had been projected to experience a growth of 2.1 to 2.5 per cent through 2022.

    He said the Gross Domestic Product would expand between 2.9 to 3.5 per cent as projected by the World Bank and the International Monetary Fund, adding that this progress would be driven by energy.

    Ahmed said, “Thankfully, Nigeria is endowed with enormous petroleum resources currently put at 37 billion Barrels of Crude oil reserves and 209.5tcf of Natural Gas reserves as at January 2022.

    “These resource size puts Nigeria at an enviable position within the comity of global hydrocarbon producers.

    “Even in this era of global energy transition the oil and gas sector still remains pivotal to the Nigerian economy since it provides the needed cash flow for the functioning of other sectors of the economy but for how long?”

    According to him, with the global push for energy transition, Nigeria is racing against time to derive maximum value from its hydrocarbon resource and secure its energy future.

    He said there was a need to vigorously contemplate Nigeria’s energy strategies, which was a key tool for economic liberation and national development taking into advisement the shift in demand and clamour for cleaner fuels.

    Ahmed said, “It is imperative that going forward all stakeholders must deliberately adopt strategies that embolden and underpin these three core principles.

    “Adoption of low carbon technologies across all operations in the oil and gas value chain, deepening and penetration of natural gas utilisation domestically to increase energy sufficiency and reduce energy poverty and invest conscientiously in cleaner fuels and renewables.”

    He said the authority was committed to creating an enabling environment for investments in the midstream and downstream space by encouraging industry participants through its regulatory service instruments.

    LG funds: Court delivers ruling in govs, NFIU’s suit May 23

    A Federal High Court, Abuja, on Wednesday, fixed May 23 for judgment in a suit filed by the 36 states’ Attorneys-General challenging the Nigerian Financial Intelligence Unit from implementing its guidelines on local government spending.

    Justice Inyang Ekwo fixed the date after counsel to the parties in the suit presented their arguments and adopted their processes.

    our correspondence reported, on May 6, 2019, reported that the NFIU had issued guidelines to stimulate the reduction of crime vulnerabilities created by cash withdrawals from local government funds across the country, beginning from June 1, 2019.

    The guidelines, the agency said, include full enforcement of corresponding sanctions against violations.

    The guidelines limited the cumulative amount that can be withdrawn from a local government account to not more than N500,000 daily.

    It also directed that any other transaction must be done through valid cheques or electronic funds transfer, among others.

    It said that cash withdrawal and transactions from State Joint Local Government Accounts “posed the biggest corruption, money laundering and security threats at the grassroots and to the entire financial system and the country.”

    But the state governments had dragged the Attorney-General of the Federation, the NFIU and the Nigeria Union of Local Government Employees to court as first to third defendants respectively.

    The plaintiffs (state governments) argued that such directive was in breach of financial autonomy as enshrined in the Nigerian constitution.

    Reacting, counsel for the AGF, Tijjani Gazali, SAN, said the NFIU had not encroached on the powers of the states or local governments.

    Gazali, acting Director, Civil Appeals at the Federal Ministry of Justice, prayed the court to dismiss the plaintiffs’ suit for lacking in merit.

    “There is nothing wrong or unconstitutional about the NFIU guidelines as they do not usurp the powers of the plaintiffs,” he said.

    According to him, it is clear from the provisions of the NFIU Act, especially Section 23 (2) (a) and Section 28 (2) and Section 31 of the NFIU Act, that the unit has the power to make the guidelines.

    He disagreed with the submission of the plaintiffs’ lawyer, Omonsoya Popoola, that the NFIU guidelines were not consistent with the provisions of Section 162 of the constitution.

    “We urge the court to hold that the plaintiffs have failed woefully to prove their case and to dismiss it with a heavy cost,” he said.

    Similarly, counsel for the NFIU, Arthur Okafor, SAN, said the agency acted within its statutory powers to prevent abuse of office and other forms of financial crimes that might arise at the local government level.

    Reports has shown that there had been calls for financial autonomy at the grassroots due to the overbearing control of state governors on the local councils where federal allocations are lodged.

    It would be recalled that in 2019, the Nigerian Governors Forum (NGF) had approached the FHC presided over by Justice John Tsoho to stop the NFIU’s guidelines from being implemented, but the court declined the request.

    Also, another FHC Judge in Uyo, Akwa-Ibom, refused to restrain the NFIU from implementing its guidelines.

    Obaseki intensifies Lassa fever response, reconstitutes committee

    The Edo State Governor, Mr. Godwin Obaseki, has reconstituted the committee to boost the state government’s response to the outbreak of Lassa fever epidemic.

    The Commissioner for Health, Prof. Obehi Akoria, disclosed this on Wednesday while briefing journalists after the weekly Edo State Executive Council meeting chaired by Governor Godwin Obaseki, at the Government House, in Benin City.

    This is contained in a statement issued on Wednesday by the Special Assistant on Media to the governor, Mr. Crusoe Osagie, titled, ‘Obaseki boosts response to Lassa fever, reconstitutes c’ttee to contain epidemic’.

    She said the committee is headed by the Edo State Deputy, Philip Shaibu.

    The commissioner noted that Edo has recorded 136 cases of Lassa fever since the outbreak of the epidemic in the state with a 13 percent fatality rate.

    According to her, as of today, we have 136 cases of Lassa fever reported. Two local government areas are leading, including Etsako West and Esan West councils, which account for over 60 percent of total cases.

    “The case fatality rate, which is the number of people that have died as the result of Lassa fever, is 13 percent of 100 people who have suffered from Lassa fever.”

    She added, “The decision today was to intensify the ongoing response by getting the full weight of the government to bear upon what has been going on. The Deputy Governor, Mr. Philip Shaibu, is going to be leading this response and we are hoping that with the concerted effort that we will be putting on board, we will win the campaign against Lassa fever in the state.”

    On his part, the Commissioner for Communication and Orientation, Mr. Andrew Emwanta, disclosed that the council also dissolved the ward development committee with immediate effect.

    Emwanta further said, “The EXCO also approved a 72-hour rule that makes it mandatory for officials of the Edo State Government, including Commissioners, to treat files that come to them. This means that no file is expected to stay beyond 72 hours untreated. A new query system has been set up for defaulters.”

    The Commissioner for Community and Chieftaincy Affairs, Mr. Donald Okogbe, charged all ward development committee members to hand over all government properties in their care to Heads of Local Government Administration.

    Germany extends aid, free trains to fleeing Ukrainians

    The German Government has provided aid, shelter, and free trains to Ukrainians fleeing their country following the invasion of Russia into Ukraine.

    Ukrainians are fleeing the conflict in their country in the hundreds of thousands, and many do not wish to stay in neighbouring countries such as Hungary or Poland.

    About 5,000 have made their way to Germany so far, according to official figures.

    The actual number to have reached Germany is thought to be higher, as there are no restrictions on travel or border checks between Poland and Germany.

    On Tuesday night alone, some 1,300 refugees from Ukraine arrived by train via Poland at Berlin’s main station.

    Regular long-distance trains have been bringing people in from Poland steadily over the last few days.

    Since Sunday, anyone with a Ukrainian passport or ID card can travel for free on long-distance trains bound for Germany.

    Overnight, helpers handed out food and drink to the arrivals.

    Refugees who travelled further west to Frankfurt’s main train station were met on Tuesday by charity workers as well as staff from the local health and social welfare authorities and police.

    In Berlin, according to Social Affairs Senator Katja Kipping, new accommodation is to be set up in the course of the week.

    In Schwerin in the North-East, Ukrainian women and children are being accommodated in a youth hostel.
    Men of fighting age have been forbidden from leaving Ukraine.

    In Hanover, a trade fair hall is being organised as emergency accommodation, with a maximum planned capacity of 1,200.

    At a meeting of interior ministers from Germany’s 16 federal states, there was reportedly a great willingness to take in refugees.

    Former vice President, Atiku Abubakar eulogised the General Overseer of the Redeemed Christian Church of God, Pastor Enoch Adeboye, who turned 80 today.

    Atiku described the cleric as an excellent coach and a father figure who has always thought his followers and mentees to live purposefully.

    The 2019 presidential aspirant said this in a statement, which he posted on his verified Instagram page.

    Ukraine: Everton suspend sponsorship agreements with Russian billionaire Usmanov

    English Premier League club Everton on Wednesday said they had “suspended with immediate effect” sponsorship agreements with several companies in which Russian billionaire Alisher Usmanov has a stake, following Russia’s invasion of Ukraine.

    “The club can confirm that it has suspended with immediate effect all commercial sponsorship arrangements with the Russian companies USM, Megafon and Yota,” said an Everton statement.

    Uzbek-born Usmanov’s USM Holdings sponsors Everton’s training ground, with an initial five-year deal announced in 2017.

    It also has an option on naming rights for the Toffees’ new stadium — a deal worth £30 million ($40 million) to the Merseyside club.

    The 68-year-old Usmanov, an associate of Russian President Vladimir Putin, had already had his assets frozen by the European Union as part of sanctions imposed in response to Russia’s invasion of Ukraine.

    Everton added they were “shocked and saddened by the appalling events unfolding in Ukraine,” as they called for a “tragic situation” to end as soon as possible.

    The Toffees have an Ukrainian player in Vitalli Myolenko, with their statement saying they were providing the defender and his family with our “full support” and “will continue to do so”.

    An update in the Official Journal of the European Union said Usmanov, a long-time business partner of Everton owner Farhad Moshiri, was among the 26 individuals targeted with sanctions on Monday.
    Usmanov contested the EU punishment while announcing Tuesday he was stepping aside, for the time being, from his position as president of the International Fencing Federation (FIE).

    “I believe that such decision is unfair, and the reasons employed to justify the sanctions are a set of false and defamatory allegations damaging my honor (sic), dignity and business reputation,” he wrote in a statement posted on the FIE website.

    “I will use all legal means to protect my honor (sic) and reputation.

    “I hereby suspend the exercise of my duties as the president of the International Fencing Federation effective immediately until justice is restored.”

    The EU declaration said restrictive measures included “an asset freeze and a prohibition from making funds available to the listed individuals and entities”.

    Describing Usmanov as someone with particularly close ties to Putin, it added: “He has been referred to as one of Vladimir Putin’s favourite oligarchs.

    “He is considered to be one of Russia’s businessmen-officials, who were entrusted with servicing financial flows, but their positions depend on the will of the President.”
